UN Security Council Officially Lifts Sanctions Against Hayat Tahrir al-Sham, Former Rebel Group Led by Ahmed al-Sharaa
The UN Security Council on Friday (27 February) officially lifted sanctions against Hayat Tahrir al-Sham (HTS), an armed group that has now been dissolved and was formerly led by current Syrian President Ahmed al-Sharaa.
This step marks international recognition of the shifting political landscape in Syria. Al-Sharaa, previously known as the leader of HTS, successfully led a coalition of rebel groups to overthrow the Bashar al-Assad regime in late 2024.
For context, HTS had been under UN Security Council sanctions since its formation as the Al-Nusra Front, which was an official Al-Qaeda affiliate in Syria. Although in 2016 they claimed to have severed ties with the network and rebranded as HTS, international sanctions status remained in effect until today.
Following al-Assad’s fall, al-Sharaa took drastic action by announcing the dissolution of all armed militia factions, including HTS, in December 2024. This measure was intended to consolidate power under a new unified national government.
The lifting of sanctions on this organisation follows a similar decision regarding al-Sharaa personally in the previous year through a resolution driven by the United States. This UN Security Council decision is expected to facilitate the diplomatic transition process and security stabilisation in the Syrian region following the conflict.
