UI Implements Flexible Work Scheme of WFA-WFH to Save Energy
Universitas Indonesia (UI) has implemented a flexible work system of work from anywhere (WFA) and work from home (WFH). This policy follows up on the national work culture transformation and energy efficiency instructed by the Ministry of Higher Education, Science, and Technology (Kemendikti Saintek). UI Rector Heri Hermansyah stated that this policy is not only oriented towards efficiency but also a more adaptive way of working. “We want to ensure that the quality of services and the achievements of the tridharma remain maintained, while contributing to national energy efficiency efforts,” he said, quoted from the UI website on Thursday, 9 April 2026. The new work system is outlined in the Rector’s Circular Letter Number SE-1069/UN2.R/SDM.05/2026. In the letter, UI stipulates the implementation of WFO for four days from Monday to Thursday, with a minimum attendance of 50 percent of employees. Meanwhile, WFH is carried out one day per week, namely every Friday. For lecturers specifically, the work pattern arrangement is adjusted to learning needs. Each leader at the faculty, school, and vocational programme level is given the authority to regulate the lecture schedule during WFH and WFO implementation. The condition is that adjustments must be made without disrupting the higher education tridharma process, including education, research, and community service activities. Heri explained that along with the implementation of this policy, UI encourages the optimisation of digital-based academic and administrative services. Various activities such as thesis guidance, seminars, academic meetings, to student administrative services are conducted online. Previously, the government set a WFH policy once a week for civil servants (ASN). This policy is implemented to save fuel oil amid global oil price fluctuations due to conflict in the Middle East. Minister of Higher Education, Science, and Technology Brian Yuliarto issued a circular letter on distance learning rules and working from home in the Kemendikti Saintek environment. He asked campuses to implement a policy of one day of lecturers teaching from home. He leaves the distance learning policy (PJJ) entirely to each campus. According to Brian, only the campus or head of the study programme (prodi) knows which courses can be done in a hybrid manner (combination of offline and online) or PJJ. “The prodi knows which courses are insight-based that can be done hybrid or PJJ,” said Brian when met at the Kemendikti Saintek Office, South Jakarta, on Monday, 6 April 2026.
