UI: Free Campus Facilities for Non-Profit Student Activities

Universitas Indonesia (UI) is waiving rental fees for campus facilities used in non-commercial student activities. This affirmation is contained in Rector’s Decree No. 105/SK/R/UI/2026 on standard rates and guidelines for facility utilisation.

The policy emerges amid campus efforts to expand revenue sources beyond the State Revenue and Expenditure Budget (APBN) through asset optimisation. However, UI emphasises that the primary function of campus facilities remains to support academic and student activities.

In the regulation, UI explicitly states that non-profit student activities are exempt from rental fees. This provision is listed in Attachment II, letter B, point 2 of the rector’s decree. The campus describes this step as a commitment to keeping student access to educational facilities open and inclusive.

“Various student activities such as arts performances, sports, discussions, or other interest and talent development that are non-commercial can use campus facilities without charge,” said UI’s Director of Public Relations, Media, Government, and International Affairs, Erwin Agustian Panigoro, when contacted on Saturday, 18 April 2026.

The policy also refers to Article 51 paragraph (1) letter b of Government Regulation No. 75 of 2021 on the UI Statute, which guarantees students’ rights to utilise educational facilities and infrastructure for curricular to extracurricular activities.

Nevertheless, UI still regulates the mechanism for facility use. Every activity must go through an official permitting process from the managing unit, considering room availability and alignment with institutional norms.

The campus also imposes strict limitations. Activities containing elements of SARA (ethnicity, religion, race, and inter-group relations), practical politics, violence, pornography, or those deemed potentially damaging to the institution’s reputation are not permitted. Meanwhile, commercial activities remain subject to the established standard fees.

UI describes this policy as an effort to balance two interests: enhancing the campus’s financial independence and maintaining support for students.

Previously, the Universitas Indonesia Student Executive Board (BEM UI) rejected Rector’s Decree No. 105/SK/R/UI/2026 on the imposition of rental fees for rooms, buildings, and open areas on campus.

In a post on the Instagram account @bemui_official, BEM UI highlighted the rental fee provisions, which are said to reach Rp 100 million per day for external users and Rp 50 million per day for internal users.

Head of the Action and Propaganda Department of BEM UI, Albani Ilmi, said students object to having to pay again to use campus facilities. According to him, students already bear costs through the single tuition fee (UKT).

“From BEM’s perspective, we reject it. We have already paid the high UKT. Campus facilities should be usable without additional costs,” said Albani when contacted on Friday night, 17 April 2026.

Albani assessed that the policy could complicate student activities. He noted that using campus spaces becomes cumbersome due to the additional cost burden.
