Universitas Indonesia (UI) is waiving rental fees for campus\nfacilities used in non-commercial student activities. This affirmation\nis contained in Rector\u2019s Decree No.\u00a0105\/SK\/R\/UI\/2026 on standard rates\nand guidelines for facility utilisation.<\/p>\n
The policy emerges amid campus efforts to expand revenue sources\nbeyond the State Revenue and Expenditure Budget (APBN) through asset\noptimisation. However, UI emphasises that the primary function of campus\nfacilities remains to support academic and student activities.<\/p>\n
In the regulation, UI explicitly states that non-profit student\nactivities are exempt from rental fees. This provision is listed in\nAttachment II, letter B, point 2 of the rector\u2019s decree. The campus\ndescribes this step as a commitment to keeping student access to\neducational facilities open and inclusive.<\/p>\n
\u201cVarious student activities such as arts performances, sports,\ndiscussions, or other interest and talent development that are\nnon-commercial can use campus facilities without charge,\u201d said UI\u2019s\nDirector of Public Relations, Media, Government, and International\nAffairs, Erwin Agustian Panigoro, when contacted on Saturday, 18 April\n2026.<\/p>\n
The policy also refers to Article 51 paragraph (1) letter b of\nGovernment Regulation No.\u00a075 of 2021 on the UI Statute, which guarantees\nstudents\u2019 rights to utilise educational facilities and infrastructure\nfor curricular to extracurricular activities.<\/p>\n
Nevertheless, UI still regulates the mechanism for facility use.\nEvery activity must go through an official permitting process from the\nmanaging unit, considering room availability and alignment with\ninstitutional norms.<\/p>\n
The campus also imposes strict limitations. Activities containing\nelements of SARA (ethnicity, religion, race, and inter-group relations),\npractical politics, violence, pornography, or those deemed potentially\ndamaging to the institution\u2019s reputation are not permitted. Meanwhile,\ncommercial activities remain subject to the established standard\nfees.<\/p>\n
UI describes this policy as an effort to balance two interests:\nenhancing the campus\u2019s financial independence and maintaining support\nfor students.<\/p>\n
Previously, the Universitas Indonesia Student Executive Board (BEM\nUI) rejected Rector\u2019s Decree No.\u00a0105\/SK\/R\/UI\/2026 on the imposition of\nrental fees for rooms, buildings, and open areas on campus.<\/p>\n
In a post on the Instagram account @bemui_official<\/span>, BEM UI highlighted\nthe rental fee provisions, which are said to reach Rp 100 million per\nday for external users and Rp 50 million per day for internal users.<\/p>\n Head of the Action and Propaganda Department of BEM UI, Albani Ilmi,\nsaid students object to having to pay again to use campus facilities.\nAccording to him, students already bear costs through the single tuition\nfee (UKT).<\/p>\n \u201cFrom BEM\u2019s perspective, we reject it. We have already paid the high\nUKT. Campus facilities should be usable without additional costs,\u201d said\nAlbani when contacted on Friday night, 17 April 2026.<\/p>\n Albani assessed that the policy could complicate student activities.\nHe noted that using campus spaces becomes cumbersome due to the\nadditional cost burden.<\/p>",
