Two prominent figures in Indonesia are alleged to have been closely overseeing the Worldcoin project, a global technology venture by US-based Tools for Humanity (TFH), which developed the World ID digital identity system. The two figures are Deputy Minister of Investment and Downstreaming/BKPM Todotua Pasaribu and Deputy Speaker of the House of Representatives Muhaimin Iskandar, who currently serves as Coordinating Minister for Community Empowerment.

Todotua, known as Todo, has consistently highlighted the strategic role of artificial intelligence-based identity verification technology. "Indonesia has established its Digital Vision 2045, which places innovation as the backbone. Digital transformation is key to productivity and global competitiveness, as outlined in the National Development Plan 2025–2029 and President Prabowo's Asta Cita," Todo said, as quoted from BKPM's official website.

Meanwhile, Muhaimin Iskandar, popularly known as Cak Imin, has been actively promoting digital transformation in Indonesia. He even visited Worldcoin and tried the iris scanner using a metallic orb-shaped device called the Orb. Cak Imin's visit sparked a range of reactions, given the project's controversies surrounding data privacy. Nevertheless, he maintained that digital innovation must continue to be explored for the nation's progress.

World ID is a global digital identity project developed by Worldcoin, aimed at providing secure and verified digital identities to every individual. The collaboration with TFH reportedly needs to be strengthened by facilitating investment for the production and development of the Orb, an advanced camera that serves as the primary device in the World ID system. The technology is claimed to be capable of performing accurate identity verification without storing users' personal data, presenting a solution amid the surge in digital threats such as deepfakes, identity theft, and AI-based cyber attacks.

However, the Ministry of Communications and Digital Affairs (Komdigi) has taken firm action by freezing Worldcoin and World ID services from the Electronic System Operator Registration Certificate (TDPSE).
