Two Chinese Nationals Involved in Fictitious Investment Deported and Barred from Entering Indonesia

The North Jakarta Class I Immigration Office has deported two Chinese nationals identified as ZM and ZY, who were previously arrested for being fictitious investors and committing immigration violations.

"Both foreign nationals were immediately deported to their country of origin as they no longer had a sponsor for their stay permits," said Widya Anusa Brata, Head of the Immigration Surveillance and Enforcement Section at the North Jakarta Class I Immigration Office, on Wednesday (2/7).

Widya explained that the deportation was carried out after the Investment Coordinating Board (BKPM) confirmed that the companies owned by the two foreign nationals had their licences revoked.

"If the company licence no longer exists, then they have no sponsor and their stay permits in Indonesia are no longer valid," he said.

Both foreign nationals were repatriated from Soekarno-Hatta International Airport on Thursday (26/6). "They have also been barred from entering Indonesia for six months," he said, as quoted by Antara.

**Chronology of the Arrest**

The North Jakarta Class I Immigration Office previously arrested the two Chinese nationals, ZM and ZY, who had become fictitious investors by establishing sham companies and committing immigration violations.

"Both foreign nationals, identified as ZM and ZY, were arrested in the Penjaringan area of North Jakarta on suspicion of immigration violations," said Rendra Mauliansyah, Head of the North Jakarta Class I Immigration Office, on Thursday (26/6).

ZM held a Limited Stay Permit (ITAS) as an investor in a company identified as PT LSTTI. He claimed that PT LSTTI was his legally registered company based on a Decree from the Minister of Law and Human Rights Number AHU-0091884.AH.01.01 of 2024, with offices in the South Jakarta area, though he was found to be residing in Penjaringan, North Jakarta.

ZM claimed PT LSTTI was established in April 2025 but had never operated and had no employees. He was also unable to produce documents such as the Investment Activity Report (LKPM), Articles of Association, or financial statements.

"In the LKPM, ZM was recorded as having invested Rp10.395 billion in an Indonesian company. However, after his arrest, ZM admitted to having invested only Rp68 million," he said.

Meanwhile, ZY held an investor ITAS sponsored by PT DHI, which he claimed was his company located in the Pinangsia area of West Jakarta, established in 2022. ZY said his company operated in the distribution of ice cream from a factory in Bekasi and the distribution of steel from China. However, when questioned further, ZY did not know the number of his employees, claiming they only came to the office when imported goods arrived. Since January 2025, there had been no activity or employee attendance at the office.

Based on the suspects' statements, the Tanjung Priok Class I Immigration Office conducted direct inspections of both companies. The inspection revealed that PT LSTTI was a "virtual office" registered since 18 November 2024, with no employee activity or correspondence ever conducted in the company's name. PT DHI in Pinangsia, West Jakarta, was found to be an empty four-storey shophouse with no business activity.

Following further checks and coordination with the Ministry of Investment (BKPM), both companies — PT LSTTI and PT DHI — were declared fictitious.

He said ZM and ZY had established the fictitious companies in order to easily obtain stay permits in Indonesia. According to him, ZM and ZY violated Article 123(a) of Law Number 6 of 2011 on Immigration for providing false information to obtain stay permits.
