JAKARTA, KOMPAS.com - Ahead of the implementation of the Zero Over Dimension Over Loading (ODOL) policy in 2027, those in the goods transport sector remain shadowed by regulatory uncertainty. To date, the business community believes there are no clear technical guidelines to serve as a reference for implementation, particularly because the Presidential Regulation (Perpres) on National Logistics Strengthening has not yet been issued. The Indonesian Truck Entrepreneurs Association (Aptrindo) says the lack of clarity could trigger new problems on the ground if Zero ODOL is forcibly applied from January 2027. Aptrindo’s Chairperson Gemilang Tarigan said the Zero ODOL should be postponed until the Perpres on National Logistics Strengthening is officially issued. “Zero ODOL should not be implemented yet. Because the implementation of Zero ODOL has already been laid out there (in the Perpres on National Logistics Strengthening) and that must be used as a guide,” Gemilang said in a statement on Wednesday (20 May 2026). Gemilang explained that the Coordinating Ministry for Infrastructure and Regional Development previously proposed nine National Action Plans (RAN) related to the implementation of Zero ODOL. Some of these include electronic system-based freight data integration, supervision and eradication of illegal levies in the land transport sector, the designation of provincial to district/city road classes, and improving the competitiveness of logistics distribution through a multimodal transport system. In addition, other proposals include providing incentives and disincentives, assessment of the impact of Zero ODOL, strengthening the labour aspect, regulatory harmonisation, and strengthening institutional capacity. “So why not simply push for the Perpres to be issued promptly to serve as a guide in resolving ODOL. Because in the absence of guidance, the current ODOL resolution efforts are all quite confusing,” he said. He also questioned whether the Minister of Transportation would be willing to take responsibility if there is a failure in what is being done to address ODOL before the Perpres is issued. “Moreover, Zero ODOL is already included in the national action plan. That means all ministries must be involved. Not just the Minister of Transportation carrying it out, as is currently seen,” he added. “Up to now we have been called several times to provide input. But so far we are still confused by the ODOL resolution,” he concluded. He said the business operators need fair and comprehensive solutions that will be continuously pursued so that they can be effectively applied on the ground. However, Gemilang believes that the Ministry of Transport (Kemenhub) prioritises law enforcement in the ODOL resolution.
