Despite winning the Adipura award for cleanliness, Surabaya
still has citizens who don't properly dispose of their waste.

I often see car passengers throwing food containers out of
their windows while passing through the downtown area. Ironically
it is usually the people in expensive automobiles that do this.

Automobile owners should have trash cans in their car and take
their waste to the proper disposal place later on.

This irresponsible behavior of many car passengers is in sharp
contrast to the idea of national discipline which has been called
for throughout the country.
