TRAP Special Committee Uncovers Excavated Cliffs and Filled River in Padang-Padang Uluwatu
The Special Committee (Pansus) on Spatial Planning, Regional Assets, and Permits (TRAP) of the Bali Provincial Council has discovered alleged environmental violations in the Padang-Padang Beach area, Pecatu Village, South Kuta, Badung. The team found cliffs being excavated and a river stream suspected of being filled for development interests in the Uluwatu area.
This was revealed during the Bali DPRD TRAP Special Committee’s sudden inspection on Padang-Padang Beach Road, Pecatu, on Friday (8/5/2026). The councillors questioned the permits for the cliff trimming and river filling project.
“The cliffs have been cut down, and the river has been narrowed from around 50 metres or more to just about 3-4 metres,” said the Secretary of the Bali DPRD TRAP Special Committee, Dewa Nyoman Rai, on Friday (8/5/2026).
TRAP Special Committee member I Nyoman Oka Antara assessed that the development around the riverbank violates regulations. According to him, the increasingly narrow river condition could cause flooding.
“The rules state that construction can only begin 5 metres from the riverbank. At least 5 metres,” said Oka Antara.
“Now it’s been narrowed; what about the future? This is dangerous. That’s why floods occur like in other areas,” he added.
Oka Antara said the river’s condition has now changed drastically because its depth is only about 2 metres. This condition is exacerbated by filling and concrete construction in the river area.
“There’s already a concrete plan from below. It’s like a drain, not a river anymore,” said Oka.
The TRAP Special Committee also regretted that the project负责人 was not present at the site during the inspection. Meanwhile, the workers at the location claimed not to know the project owner. However, the TRAP Special Committee suspects the project is related to tourism accommodation development.
The Bali DPRD TRAP Special Committee will immediately coordinate with the Civil Service Police Unit (Satpol PP) to follow up on these findings. “Immediately, after this week because that’s our focus. Don’t let it be delayed any longer,” he concluded.
