Transport Minister to Prepare Regulations for ODOL Trucks to Bear Road Damage Responsibility
Transport Minister Dudy Purwagandhi has stated that his ministry will prepare regulations to ensure that trucks exceeding dimensions and load limits (over dimension over load/ODOL) are held responsible for the road damage they cause. This step forms part of the regulation of goods transport towards the zero ODOL target by 2027. The government views the regulation of heavy vehicles as key to improving the national transportation system. An evaluation of the 2026 Eid transport operations revealed that large trucks continue to contribute to traffic density, particularly at crossing points and toll roads. “The clue is that these heavy vehicles must also be responsible for the damage occurring on toll roads,” Dudy said in Jakarta on Thursday (9/4/2026). He explained that heavy vehicles have hitherto tended to merely utilise infrastructure without bearing the consequences. Road damage and reduced service life of infrastructure are largely triggered by excessive vehicle loads. Dudy also highlighted the operational impacts in the crossing sector. ODOL trucks are deemed to reduce ship carrying capacity by taking up more space than the standard. “Secondly, these heavy vehicles must also be responsible for potential losses that may be experienced by carriers,” he stated.
