Tourism Ministry Proposes Raising Promoter Business Licence Level Following Concert Chaos

JAKARTA - The Ministry of Tourism has proposed raising the business licence level for promoters as part of efforts to safeguard and improve the event ecosystem in Indonesia.

"This is to mitigate the negative impacts affecting the event ecosystem in Indonesia," said Vinsensius Jemadu, Deputy for Tourism Products and Event Organisation at the Ministry of Tourism.

After considering the fallout from issues surrounding the Day6 concert, Vinsensius said his office had proposed the urgent reclassification of promoter business services from low-risk to medium-risk.

He explained that promoter business licences are currently classified as low-risk, meaning they only require approval at the local government level. By elevating them to high-risk status, promoter certification by the relevant authorities would be required.

The certification of promoter companies would make it easier for the government to evaluate promoters, impresarios, and event organisers in staging music concerts and events. The measure is also expected to help the public monitor organisers to ensure they operate professionally.

The Ministry of Tourism is also encouraging music concert industry players, including promoters and impresarios, to enhance the professionalism of their human resources through upskilling, reskilling, and newskilling.

"We are also encouraging promoters to raise the standards of music concert organisation applicable both in Indonesia and internationally," he said, as quoted by Antara on Thursday (22/5).

One of the challenges faced by promoters in organising concerts, he noted, has been the lack of certification and standardisation for music concert organisation applicable in Indonesia and abroad.

The Ministry is pushing for professionalism, reputation, and reliability among event organisers, as these factors are critical in ensuring music concerts and events run smoothly and are safe, comfortable, and enjoyable.

Vinsensius added that following the issuance of Presidential Regulation Number 49 of 2024 on the National Consumer Protection Strategy, the tourism and creative economy sector has come under scrutiny amid a surge in consumer complaints reaching 540 submissions. The majority of these complaints related to disruptions in the staging of both national and international music concerts.

Previously, the Ministry of Tourism summoned promoter Mecimapro following the chaos surrounding the concert of South Korean rock band DAY6. A mediation meeting was held on Wednesday (14/5) in Jakarta, attended by officials from the Deputy for Event Organisation Development at the Ministry of Tourism, the Advocacy Commission of the Indonesian Consumer Protection Agency (BPKN), the Ministry of Investment/BKPM, APMI, and Mecimapro staff as the promoter of the DAY6 concert in Jakarta.

The mediation meeting aimed to follow up on the results of a previous meeting to obtain clarification from BPKN and track progress on resolving the issues that arose during the Day6 event. It was agreed that Mecimapro must fulfil legality requirements as advised by BKPM and complete the refund process by early June 2025.
