Top Three Candidates for Innovative Police Hoegeng Awards 2026
The selection of the top three candidates for the Innovative Police Hoegeng Awards 2026 took place during an Expert Council meeting held at Menara Bank Mega in South Jakarta on Wednesday (6/5/2026). In a dynamic session, the Expert Council decided on the top three candidates for the Innovative Police Hoegeng Awards 2026. Here is the list:
Aipda Frits Bidara (Acting Head of Identification Unit, Criminal Investigation Police Resort of Sitaro Islands, North Sulawesi)
Kombes Christian Tobing (Chief of Sidoarjo Police Resort, East Java)
Brigadir Renita Rismayanti (Member of the International Relations Division of the Indonesian National Police)
The Expert Council for the Hoegeng Awards 2026 comprises Dr. Habiburokhman, S.H., M.H., Chairman of Commission III of the House of Representatives; Alissa Qotrunnada Wahid, M.Psi, National Coordinator of the Gusdurian Indonesia Network; Putu Elvina, S.Psi., MM, Deputy Chairman of the National Human Rights Commission; Dr. Mas Achmad Santosa, S.H., LL.M., former Acting Head of the Corruption Eradication Commission; and Gufron Mabruri, member of the National Police Commission.

Here are the profiles of the three Innovative Police candidates for the Hoegeng Awards 2026 (the numbers below are not based on ranking):
- Aipda Frits Bidara
Aipda Frits is the Acting Head of Identification (Ps Kaur Ident) at the Criminal Investigation Unit of the Sitaro Islands Police Resort, North Sulawesi. Since 2024, he has initiated the Precision Free Fingerprinting (SIGAP) Goes To School programme to provide fingerprint recording services to the community, particularly students, in the Sitaro Islands.
This programme was born from the geographical reality of the Sitaro Islands region, which has limited direct access to police services. Many areas in Sitaro are difficult to reach, requiring hours of sea or land travel to get to the police station.
Seeing this issue, Aipda Frits took the initiative to create services that are closer and more accessible to the community. The programme also helps reduce the travel costs borne by the public.
“So we organised one of the programmes to expand the database through the Fingerprint Goes To School initiative. So we go to remote areas, sir. Because many remote areas in our region are islands. So they’re hard to reach. So we took the initiative to go directly to school locations, targeting schools for fingerprint recording,” said Aipda Frits.
Fingerprint recording itself has various important functions, from administrative needs to law enforcement purposes. Fingerprint data is crucial for identification processes, including in solving criminal cases and identifying victims.
Since its launch, the SIGAP Goes To School programme has reached at least seven schools, with a total of around 1,200 students participating in fingerprint recording.
- Kombes Christian Tobing
Kombes Tobing is the Chief of Sidoarjo Police Resort, East Java. He is known for his consistency in delivering maximum public service innovations for the community. He successfully transformed the Integrated Police Service Centre (SPKT) at Wonogiri Police Resort, Pati Police Resort, and Sidoarjo Police Resort into superior service providers that have won various awards.
At Sidoarjo Police Resort, Kombes Tobing developed the SPKT Mini Mall Police Service, aimed at making it easier for the public to access police services. For example, for filing police reports, making or renewing driver’s licences and police certificates of good conduct (SKCK), as well as public complaint services.
“So it’s a one-roof service system. Unifying all types of services that were previously separate, or not in one place, so handling SKCK separately, fingerprinting separately, PNBP payments at Bank BRI also separately,” said Kombes Christian to detikcom.
The background for establishing this programme was the previous ineffective conditions where services were spread across several buildings. With service integration, it is hoped to create efficiency, effectiveness, and comfort for the public. Additionally, this system facilitates oversight of personnel performance in delivering services.
To improve service quality, periodic evaluations are conducted involving the public through satisfaction indices. The queuing system is also regulated to make services faster and less complicated, thereby enhancing overall public service quality.
Special facilities are provided for vulnerable groups and people with disabilities, such as designated parking areas, clear signage, and dedicated officers to assist with services. This demonstrates a commitment to providing inclusive access to services for all segments of society.
The programme also introduces integrated services for the protection of women and children, involving various agencies such as the Health Department, Prosecutor’s Office, psychologists, and the Witness and Victim Protection Agency (LPSK). This service aims to provide easier access to justice and maximum protection for victims, including in reporting and case handling processes.
- Brigadir Renita Rismayanti
Brigadir Renita is a member of the International Relations Division of the Indonesian National Police. While serving as a Crime Database Officer in a UN mission in Central Africa, she transformed a manual recording system into an integrated database capable of real-time crime mapping and strengthening security responses.
Thanks to her innovation, Renita became the Best Female Police Officer of the United Nations (UN) in 2023. This award serves as international recognition of Renita’s tangible contributions from Indonesia.
