Toll road safety

About 6:30 a.m. on Sept. 22, 2003, my driver accidentally hit a scavenger on the Jagorawi toll road, at about 70 km per hour.

I am not trying to lay blame in this accident, as this matter has already been settled. The point I would like to raise is that PT Jasa Marga, which manages toll roads, should see to it that no pedestrians ever cross a toll road.

Unfortunately, there are no traffic signs prohibiting people from crossing a toll road or hawking or exercising on the shoulder. Is PT Jasa Marga incapable of doing this, or is it actually reluctant to do this?

In this context, it is necessary for PT Jasa Marga to inform toll road users about their legal rights if they accidentally hit someone jaywalking across the toll road. In the case that such an accident occurs, PT Jasa Marga, as the manager of the toll roads, must let the public know the extent of its responsibility to the toll road user and the victim.
