Todotua Introduces FikPos to Regional Leaders
Jakarta: Deputy Minister of Investment and Downstreaming/Deputy Head of the Investment Coordinating Board (BKPM) Todotua Pasaribu introduced the Fictive Positive (FikPos) principle to regional heads and deputy regional heads.
"This is the right momentum because we also want coordination between the central and regional governments to move quickly," said Todotua in a statement quoted on Sunday, 29 June 2025.
Todotua made the remarks to regional leaders attending the second wave of the Regional Leadership Orientation Programme at the Institute of Domestic Governance (IPDN) campus in Jatinangor. FikPos has begun to be implemented within the risk-based Online Single Submission (OSS) business licensing system.
"All licensing is managed on a single OSS platform, and the controls rest with us," said Todotua.
Fictive Positive is a principle within the business licensing system which states that if a licence application that has met all requirements receives no response or decision from the relevant authority within the prescribed timeframe under the Service Level Agreement (SLA), the application is automatically deemed approved and legally valid.
The fictive positive mechanism has been introduced as a bureaucratic reform breakthrough to enhance the efficiency and transparency of licensing services. Todotua stressed the importance of regional heads and their officials in driving investment to boost the economy.
The retreat served as an important opportunity for direct engagement with regional governments on investment development. According to Todotua, regional governments hold a key role in supporting investment growth, particularly through the Regional Investment and One-Stop Integrated Services Office (DPMPTSP), which is tasked with handling investment matters.
"This forum is one that we have personally been looking forward to, as it provides the momentum for us to meet face to face. Our ministry is one that will interact extensively with the functions of provincial, regency and municipal officials," said Todotua.
Todotua expressed his hope for strong collaboration between the central and regional governments in managing investment. The Ministry of Investment and Downstreaming/BKPM also opened opportunities for regional governments wishing to consult on investment matters.
