Toddler Victim of Abuse by Uncle and Aunt Receives Psychological Support

The Surabaya City Government is providing psychological support to K, a four-year-old girl allegedly abused by her uncle and aunt.

The Head of Surabaya's Women's Empowerment, Child Protection, Population Control and Family Planning Agency (DP3APPKB), Ida Widayati, affirmed that the city would not tolerate any form of violence, particularly against children.

She stated that the city government acted immediately upon receiving reports of the alleged violence to ensure the victim was safe and received all necessary services.

"As soon as we received the report, the city government moved swiftly to ensure the child was in a safe condition, received medical treatment, psychological support, and that her rights were fulfilled," Ida said on Monday (16 February).

Ida added that the Surabaya City Government would oversee the case through to completion, covering legal, medical and psychological recovery aspects. "The legal process against the perpetrators must proceed firmly and transparently," she said.

The city government will also conduct psycho-education for those responsible for K's care to foster safer and more appropriate parenting practices in future.

Ida expressed appreciation to the community and the local neighbourhood head for their concern and courage in reporting the incident. According to Ida, the active role of residents serves as the first line of defence in child protection efforts.

"Community concern is the first line of defence for child protection. If you see or hear any indication of violence, do not hesitate to report it," she said.

She urged all residents to remain vigilant about their surroundings and to report immediately any indication of violence, neglect or inappropriate treatment of children. "Every report will be followed up swiftly, professionally and responsibly," she affirmed.

Ida also stressed that support for the victim would not be limited to emergency measures but would extend to the long term. She said the child's recovery must be carried out comprehensively to enable the victim to grow and develop optimally.

"We are ensuring that psychological and social support is provided on an ongoing basis. Furthermore, the Surabaya City Government is also overseeing the fulfilment of the child's identity, including the processing of a birth certificate, as well as ensuring access to education services and future social protection," she explained.

According to reports received, the case came to light after residents heard cries for help from inside a boarding house in the Bangkingan area. Residents then reported the incident to the local neighbourhood head, who immediately forwarded it to Surabaya Metropolitan Police.

"Police officers together with relevant parties immediately carried out measures at the location, secured the victim and took initial law enforcement steps. The suspected perpetrators subsequently surrendered and have been detained to undergo further legal proceedings," she explained.

The acts of violence were allegedly committed by the victim's uncle, Ufa Fahrul Agusti (30), and his wife, Sellyna Adika Wahyuni (26).

The Head of the Women and Children Protection Unit at Surabaya Metropolitan Police, Senior Commissioner Melatisari, said the victim was a child entrusted to the two suspects due to her family's broken home situation.

"Her father is divorced and works in Gresik. Yes, the child was entrusted to her uncle and aunt," said Senior Commissioner Melatisari when contacted for confirmation on Monday (16 February).

"The victim sustained bruises on her body and a bleeding chin. It appears the violence was inflicted with bare hands, but the investigation is ongoing," she said.

Police have detained and named the married couple as suspects. Based on initial statements, the perpetrators claimed they acted out of frustration with the victim's behaviour.

Both suspects are now being held at the Surabaya Metropolitan Police headquarters and have been charged under Law No. 35 of 2014 on Child Protection. Meanwhile, the toddler K has been evacuated and is now living with her grandmother for further protection.
