To Tackle the Climate Crisis, the Deputy Minister of Home Affairs Encourages the Synchronisation of Regional Planning

The Deputy Minister of Home Affairs (Wamendagri), Bima Arya Sugiarto, explained that the synchronisation of global, national, and local commitments in tackling the climate crisis is crucial. He said that the ‘Global Boiling’ phenomenon is a serious alarm for regional governments (Pemda) to align national targets towards net zero emissions.

“Our challenge is actually what is written in this report, namely connecting global, national, and local commitments. That is our major challenge: global, national, and local,” said Bima in a written statement, Thursday (26/02/2026).

Bima revealed that another challenge faced is the political dynamics in the regions. Regional leaders often face a dilemma between pursuing popularity and economic growth while fulfilling environmental targets that are technical and long-term.

Bima also highlighted real obstacles in the field, such as the difficulty of transitioning public transportation to electric vehicles (EVs). In addition, there is also economic dependence on industrial sectors that still produce high emissions in various regions.

To overcome this, Bima explained that the Ministry of Home Affairs (Kemendagri) plays an active role in ensuring that budgeting and regional development planning instruments remain accountable and aligned with national policies.

“Our role is more about ensuring that budgeting and planning in the regions are in line with global and national commitments. So, from the planning, there are guidelines and technical instructions. We issue a Regulation of the Minister of Home Affairs, for example, Number 15 of 2024, to be the basis for regional heads to encourage green investment initiatives,” said Bima.

Bima emphasised that the commitment to budgeting in the Regional Revenue and Expenditure Budget (APBD) should not only be a formality or ceremony. Bima encourages the implementation of a co-creation concept involving all stakeholders, including young people, to formulate strategies and strengthen budget supervision.

Bima hopes that the ecology-based innovations that have been carried out by a number of regions can be a trigger for other regions. This is expected to create more inspiring local leaders in order to achieve the national Net Zero Emission target by 2060.
