To Optimise Performance, Commission III Member Ineu Purwadewi Supports Establishment of West Java Regional-Owned Enterprise Holding
West Java province currently has 41 regional-owned enterprises (BUMD). However, many of them are still not performing optimally, resulting in few contributing dividends to the provincial government. For this reason, Ineu Purwadewi Sundari, Chair of the PDIP Faction in the West Java Provincial Legislative Council, has proposed the establishment of a BUMD holding company as a strategic step to improve the performance of regional companies in West Java. The current condition of several BUMD, she said, remains suboptimal, with only a few out of dozens in good shape and providing dividends. These BUMD operate in the financial sector, which is also supervised by institutions such as the Financial Services Authority (OJK) and Bank Indonesia. “As for the others, to be honest, their current condition is not good,” said Ineu, who is also a member of Commission III of the West Java Provincial Legislative Council, to Republika on Monday (20/4/2026). According to her, the formation of the BUMD holding, named Sanggabuana, is under consideration. Currently, the establishment of the holding is being studied by the West Java Provincial Government as an effort to increase efficiency and performance. In the future, BUMD will be grouped based on sectors, such as finance, energy, infrastructure, and tourism. This step, Ineu said, is expected to optimise the role of BUMD, not only as providers of public services but also as sources of regional income through dividends. “The purpose of BUMD is to provide services to the community and generate income for the region. So far, this has not been maximal,” said Ineu. Ineu gave an example of one BUMD whose management is not yet optimal: the West Java International Airport (BIJB) Kertajati. Yet, this airport has substantial capital as the second largest after Soekarno-Hatta. “BIJB, along with the government, is reportedly being seriously studied. Kertajati must become an alternative flight destination besides Soekarno-Hatta. Because Soekarno-Hatta is now full; even I, coming from Bali, had to wait a long time circling when landing at Soekarno-Hatta,” she explained. Ineu also emphasised the importance of professionalism in BUMD management. According to her, the provincial government needs to involve professional personnel so that the management of regional companies is no longer merely a placement for certain interests. In addition, Ineu highlighted the need to optimise regional assets as alternative sources of income. She assessed that there are many potential assets that have not been maximally utilised. “Other potentials must be explored, such as assets that are rented out. They should not have a small value when the potential is large,” she said. With these various steps, Ineu hopes that the performance of BUMD in West Java in the future can improve and make a significant contribution to the Regional Original Revenue (PAD) after the holding is established. However, the process is still long because a special committee (pansus) must be formed first.
