The Task Force for Accelerating Rehabilitation and Reconstruction (Satgas PRR) Post-Sumatra Disaster continues to strengthen cross-regional collaboration to speed up recovery in areas affected by hydrometeorological disasters in Aceh, North Sumatra, and West Sumatra. One strategic step taken is the optimisation of Regional Transfer (TKD) utilisation through inter-regional government grant mechanisms. Satgas PRR Chairman, Muhammad Tito Karnavian, has urged regional governments that are unaffected or lightly affected by the disaster but receive substantial additional TKD allocations to donate a portion of their budgets to assist heavily impacted regions that do not receive significant TKD additions. “I urge regions in North Sumatra that are unaffected or lightly affected but receive large additional budgets to help heavily impacted regions in Aceh through grant mechanisms,” said Tito in a written statement on Tuesday (14/4/2026). This was conveyed by Tito during a Working Meeting with Commission II of the Indonesian House of Representatives (DPR RI) in Jakarta on Monday (13/4). He explained that this step is part of strengthening the spirit of mutual cooperation between regions. Regions with greater fiscal capacity can assist other regions facing larger recovery burdens. Tito also detailed several regions in North Sumatra with potential to provide support through the grant scheme. Among them, Medan City, which receives an additional TKD of around Rp565 billion, is urged to donate around Rp50 billion, while Deli Serdang Regency, receiving Rp493 billion, has potential for a Rp50 billion grant to help affected areas like East Aceh. Additionally, Simalungun Regency, unaffected by the disaster but receiving around Rp412 billion, is encouraged to donate a portion of its budget, including to assist North Aceh Regency. Meanwhile, other regions such as Asahan, Serdang Bedagai, and Pematangsiantar City are also urged to make similar contributions according to their fiscal capacity. According to Tito, several affected regions in Aceh require at least an additional Rp25 billion in budget support to accelerate recovery, such as in Gayo Lues and Bener Meriah districts. “This is purely for humanitarian reasons. We encourage regions with greater capacity to help those more severely affected,” he emphasised. He added that communication with North Sumatra regional governments has been conducted intensively, and the majority of regions have expressed readiness to implement the grant mechanism. “We have communicated it, and they have no objections. They are ready to implement the grant mechanism,” Tito revealed. As a policy basis, Tito has previously issued Circular Letter Number 900.1.3/1084/SJ on Adjustments to Regional Transfers in the 2026 Fiscal Year within Regional Budgets (APBD) for disaster-affected regions in Aceh, North Sumatra, and West Sumatra. This circular serves as guidance in optimising TKD use to support accelerated recovery, both in the emergency response, rehabilitation, and reconstruction stages. With TKD optimisation and inter-regional grant support, it is hoped that the recovery process in affected areas, particularly in Aceh, can proceed more quickly, equitably, and sustainably.
