Timeline of the Alleged Sexual Violence Case at UPNVJ
A female student at Universitas Pembangunan Nasional Veteran Jakarta (UPNVJ) became a victim of sexual violence perpetrated by Zaki Ulumuddin Rahakbau, a student in the International Relations programme at UPNVJ. Recently, the perpetrator resigned as a student, and this was approved by the Rectorate.
In an official statement from the UPNVJ Student Executive Board (BEM), the case began to emerge in November 2025. At that time, an X account with the username @mencariyangenak circulated photos of the victim without consent, accompanied by harassing captions.
The case drew condemnation from UPNVJ students and prompted calls for serious and prompt handling. BEM UPNVJ stated in an official release posted on the Instagram account @bem_upnvj on Monday, 20 April 2026.
BEM UPNVJ said the case was reignited through the Instagram ‘add yours’ feature simultaneously by students from various faculties on Monday, 22 December 2025. Amid a transitional period for the International Relations Student Association (HIMAHI) leadership, International Relations students formed a Formative Council (DF) as an initial response to monitor the case.
On the same date, the Women’s Empowerment and Student Protection Division of BEM UPNVJ requested an update on the case’s follow-up from UPNVJ’s Task Force for the Prevention and Handling of Violence in Higher Education (PPKPT). “This is to encourage the handling process to proceed immediately,” they said.
On Tuesday, 23 December 2025, the DF held a forum attended by the perpetrator, witnesses, and victim. In the forum, the perpetrator was not yet cooperative in admitting guilt. However, based on the evidence gathered, the forum ultimately resulted in the perpetrator signing a statement of guilt.
On Wednesday, 24 December 2025, the victim and perpetrator underwent psychological assessments, chronological interviews, and evidence collection with the PPKPT Task Force. From this process, BEM UPNVJ stated that the PPKPT Task Force conveyed that a recommendation letter would be proposed regarding follow-up actions and sanctions against the perpetrator.
On Friday, 26 December 2025, BEM UPNVJ obtained information from the victim regarding her reporting experience and the psychological impacts felt during the ongoing process. On Monday, 29 December 2025, the victim expressed hopes that the perpetrator would receive proportionate sanctions. “While emphasising the importance of certainty and institutional support in handling sexual violence cases on campus,” they said.
Entering early 2026, the case handling process continued to attract attention. The recommendation letter had not yet been issued.
BEM UPNVJ received information that the PPKPT Task Force still required further stages, including deeper investigations into other potential victims who had not all been reached.
However, on 6 March 2026, the perpetrator submitted a permanent study termination request at his own volition. This termination was documented in a letter from the Dean of the Faculty of Social and Political Sciences to the Head of the Bureau of Academic Affairs, Student Affairs, and Cooperation, Number 264/UN61/FISIP/2026, regarding the issuance of the student’s resignation request.
The request was then followed up with the issuance of the Rector’s Decision of Universitas Pembangunan Nasional “Veteran” Jakarta Number 45/UN61/HK.03.01/2026 on the Permanent Termination of Studies for the Student in the Bachelor’s Programme in International Relations, Faculty of Social and Political Sciences, in the name of Zaki Ulumuddin Rahakbau. The letter was issued in Jakarta on 9 March 2026 and effective from the even semester of the 2025/2026 academic year.
Tempo has attempted to contact UPNVJ Rector Anter Venus and PPKPT Task Force Chair Rosalia Dika Agustanti. However, they have not responded. In a copy of the Rector’s Decision Number 45/UN61/HK.03.01/2026, it is explained that the perpetrator resigned at his own request. The campus then approved the perpetrator’s resignation.
With this decision, the perpetrator is no longer entitled to academic services from UPNVJ. “And the student’s ID card is declared invalid,” the decision states. However, the letter does not explain the reason for the request due to involvement in the sexual violence case.
