The perpetrators are known as Hilman (31), Hulman (33), and Saripudin (53). They were found guilty of violating Regional Regulation (Perda) Number 4 of 2008 on Cleanliness, Beauty, and Environmental Order (K3) as well as Regional Regulation (Perda) Number 4 of 2016 on Waste Management, resulting in a fine of Rp 8 million. “For this violation, the judge imposed a criminal fine of Rp 8 million,” said the Head of the Civil Service Police Unit (Satpol PP Pandeglang), Agus Salim Mursalin, on Thursday (9/4/2026). Agus Salim stated that this court decision serves as a warning to the entire Pandeglang community not to commit similar acts. He assured that Satpol PP Pandeglang will continue to conduct strict supervision for residents who still ignore regional regulations (perda). “Today’s judge’s fine decision is a warning to anyone who still underestimates environmental cleanliness. The Pandeglang Regional Government will firmly take action against every Perda violator without exception through the Yustisi Court route,” he said. It was previously known that the three men in Pandeglang, Banten, were caught red-handed dumping rubbish indiscriminately on the shoulder of AMD East Cross Road, Kabayan Village, Pandeglang. The three faced a potential fine of Rp 200 million. “Violating Perda No. 4 of 2008 on K3 (cleanliness, beauty, and order) carries a penalty of Rp 200 million,” said the Head of the Operations and Crowd Control Section of Satpol PP Pandeglang, Ucu Sukarya, in his statement on Sunday (5/4/2026). Ucu said the incident was uncovered based on reports from residents who felt disturbed by the indiscriminate waste dumping activities in their area. From that report, Satpol PP and residents then succeeded in catching the perpetrators in the act. “At the time of the incident, they were caught in the act while dumping rubbish,” he said.
