THR Already Budgeted, Cirebon City Government Awaits Central Government Guidance for Fund Disbursement
Cirebon City Government (Pemkot) has allocated budget to pay Holiday Allowance (THR) to State Civil Apparatus (ASN) ahead of Eid 2026. Acting Regional Secretary (Sekda) of Cirebon City, Sumanto, explained that this year Pemkot Cirebon has allocated budget for THR to ASN within their administration. “The THR they receive is equivalent to one month’s basic salary. The budget allocation for THR covers only basic salary without additional allowances (TPP). The THR budget has been included in the 2026 Regional Budget,” Sumanto stated on Monday (2 March).
Sumanto explained that the exclusion of additional allowance components in this year’s THR payment aligns with the district’s fiscal capacity. “We have assessed the district’s capabilities,” Sumanto said. However, regarding the disbursement, Sumanto indicated they are still awaiting policies and technical guidelines from the central government. “We are awaiting technical guidelines from the central government policy. Central guidance is needed to establish procedures for who will receive THR and other technical policies,” Sumanto clarified.
Meanwhile, regarding the possibility of part-time contract workers (PPPK) receiving THR this year, Sumanto said he could not yet confirm this. “We will review the central government’s implementation guidelines,” Sumanto said.
As known, in October 2025, 1,576 honourable contract workers officially received appointments as Part-Time PPPK in Cirebon City. They are hopeful of receiving THR this year.
“There are many Eid expenses, from zakat payments, food, to travel costs home. Ideally, we could give some to our parents too, so we hope we receive THR this year,” said a part-time PPPK worker who requested anonymity. Each month, they earn a salary equivalent to Cirebon City’s Minimum Wage (UMK) of IDR 2,878,646.
Companies in Cirebon have been urged to prepare Holiday Allowance (THR) payments to employees in accordance with applicable regulations. The obligation to pay THR applies not only to formal sector companies but also to informal sector companies with permanent workers. A joint beach clean-up action was carried out by Cirebon City’s Regional Leadership Coordination Forum (Forkopimda) together with community organisations and students as Cirebon’s coastline continues to accumulate waste, requiring collective awareness to address the problem. The duration of physical repairs depends heavily on field weather conditions.
