Those Omitted from Military Court Proceedings
In military court, the four defendants claimed the plan to harm Andrie Yunus emerged spontaneously on 9 March 2026, just three days before the execution. However, they were newly transferred to the Strategic Intelligence Agency (Bais) TNI in Jakarta in November 2025. Surveillance on the victim, Andrie Yunus, is believed to have begun as early as late January 2026.
Documents obtained by the Commission for the Disappeared and Victims of Violence (KontraS) from law enforcement agencies reveal that Andrie was under surveillance long before the incident. Copies of the surveillance reports indicate military personnel were specifically targeting him, with operations starting at least on 30 January 2026. Monitoring occurred at multiple locations including KontraS office, Jentera Indonesian Law School, YLBHI office, and around KontraS’s safe house.
‘Initially, we received a document from law enforcement stating there were efforts to target Andrie and two others, with activities related to the monitored locations,’ KontraS Coordinator Dimas Bagus Arya told detikX last week.
Previously, Marine Corporal Edi Sudarko served at the Surabaya Marine Corps Command. Marine Second Lieutenant Budhi Hariyanto Widhi Cahyono was from Batam’s Yonmarhanlan IV. Marine Captain Nandala Dwi Prasetya had been stationed at Jakarta’s Lanmar, while Lieutenant in Paskhas Sami Lakka served in Paskhas Matra 1 Detachment. It is suspected that a prior operation targeting Andrie Yunus did not involve the four defendants.
Further findings from police analysis documents obtained by the National Human Rights Commission (Komnas HAM) and the Democracy Advocacy Team (TAUD) suggest the four perpetrators did not act alone. IT analysis of cell dump data from three locations—Panglima Polim (suspected command post), YLBHI office, and Cikini petrol station—revealed connections between multiple phone numbers between 12 and 13 March 2026. On 12 March, at least five suspicious numbers were detected near YLBHI, all registered on 10-11 March, one to two days before the attempted murder.
On the morning of 12 March 2026, the phone number of defendant Second Lieutenant Budhi Hariyanto Widhi Cahyono (BHWC), identified as the acid attack accomplice, was detected near a cell tower in Panglima Polim at 9:06 AM. Later that afternoon, the same number was tracked around YLBHI. BHWC was also in contact with two of the five suspicious numbers.
BHWC’s bank account was used to recharge two phone numbers with Rp22,000 each. These numbers were registered using the National Identity Number of a family member of an active Indonesian Navy Sergeant First Class A, who is suspected to have served in the same unit and area as BHWC.
Additionally, three phone numbers interacting with each other were detected near YLBHI, registered under initials S and U.
At 4:02 PM, BHWC’s number communicated with one of S’s numbers. Between 5:22 PM and 8:51 PM, MNA’s number interacted with two numbers under S’s name. Less than an hour later at 9:30 PM, MNA’s number communicated with U’s number.
During this period, U’s number also communicated with a number registered to OAW at 9:22 PM. OAW is identified as an active Indonesian Navy Chief Petty Officer. OAW’s activity that day was detected near several locations visited by the victim.
KontraS Coordinator Dimas Bagus Arya read a letter from acid attack victim Andrie Yunus during a constitutional review hearing at the Constitutional Court (MK) in Jakarta on Tuesday, 28 April 2026. Andrie objected to his case being tried in military court, as stated during the constitutional review of the TNI Act.
However, further investigation suggests the use of false identities to register the numbers. U and S, listed as phone owners, are civilians with no direct link to the perpetrators’ network.
U is an elderly man with chronic illness living in a village in Cilegon Regency, Banten. S is a housewife living in Serang Regency, Banten. Her husband works as a trader and casual labourer. The family lives modestly in a rural community.
Additionally, one number was detected near all locations visited by Andrie Yunus. On 12 March, this number was active near KontraS, YLBHI, Bright Cikini petrol station, and Salemba I Street (the acid attack site). Registered under SS, it belongs to an active Indonesian Army Lieutenant Colonel.
The following day, 13 March 2026 at around 8:40 PM, BHWC’s number contacted a number registered to HM, identified as an active Indonesian Army Colonel suspected to serve in Bais. Subsequently, he called another number registered to IA, an active Indonesian Air Force Lieutenant Colonel also suspected to serve in Bais TNI.
