The Law of Zakat Fitrah for Natural Disaster Victims and the Ability Requirement
Natural disasters often strike unexpectedly, transforming a person’s economic circumstances in an instant. A question that frequently arises ahead of Eid al-Fitr is: what is the Islamic law regarding zakat fitrah for those who have lost possessions due to calamity? Does the obligation remain binding or do they instead acquire the status of zakat recipients?
According to Islamic jurisprudence, zakat fitrah is obligatory for every Muslim who meets the prescribed conditions, one of which is the ability to pay. The criterion of ability in zakat fitrah is highly specific: one must possess surplus food staples for oneself and dependents from the evening of Eid al-Fitr through the following daytime.

However, if the psychological and economic condition is severely distressed, Islam provides relief. Allah does not burden a soul beyond its capacity (Quran 2:286).

Yes, provided that neighbour meets the criterion of being impoverished by the disaster and falls within the categories of zakat recipients.
What if a disaster victim receives zakat whilst also paying zakat?
This is permissible (ta’awun—mutual assistance). A person may receive zakat because they are poor, then use a portion of that zakat to pay their own zakat fitrah obligation so they may still fulfil this pillar of Islam.
