Bekasi, Kompas.com — Polda Metro Jaya is still awaiting a legal review regarding the West Java Provincial Government’s policy that permits annual motor vehicle tax payments without the first owner’s ID. The policy has not been implemented at the Bekasi City Samsat because it still requires coordination with the Indonesian National Police Traffic Corps (Korlantas Polri). Director of Traffic at Polda Metro Jaya, Senior Commissioner Komarudin, stated that they are still studying the implementation of the policy, particularly the legal aspects referring to police regulations. Komarudin explained that the implementation of the policy refers to Police Regulation (Perpol) No. 7 of 2021 on Motor Vehicle Registration and Identification (Regident Ranmor). Meanwhile, public transport policy observer Azas Tigor Nainggolan views the policy as fundamentally aimed at facilitating the public in paying vehicle taxes. However, he emphasised the importance of improving communication and coordination between agencies before the policy is widely implemented. “The coordination from the government needs to be improved. Communication between officials also needs to be improved,” said Tigor. According to him, if tax payments are still linked to the obligation to show the first owner’s ID, it could potentially make the public reluctant to fulfil their obligations. “If this is made difficult, many will choose not to pay taxes at all. Because they can’t renew without the first owner’s ID. This could result in many vehicles becoming unregistered,” he said. He assessed that the policy to facilitate tax payments could actually have a positive impact on state revenue. “Who loses? The government too because there is no income. Even though the public wants to pay taxes, meaning they want to give money to the state,” he stated. The policy is contained in the West Java Governor’s Circular No. 47/KU.03.02/BAPENDA, which has been effective since Monday (6/4/2026). The non-implementation of the regulation is not without reason. Although administratively in the West Java Province area, the Bekasi City Samsat is under the legal authority of Polda Metro Jaya.
