i doubt it's just one person. this has been an on-going process for some years now, starting with Finance Ministry, then with direct KPK involvement in designing systems that reduced the opportunities for corruption.

things have certainly changed over the past 3 or so years. remains to be seen if they can sustain it, especially while other govt depts continue to wallow in the shit of corruption. Immigration Office is getting worse, Manpower is getting worse, police have barely advanced at all since 2003, law courts remain farcical, ... and worst, there is a concerted campaign against the KPK currently in action -- barely covered in the English-language media -- which will impact on KPK programs in many govt depts as well as weakening their credibility.

I will say I have been impressed with my dealings with the tax office. Of all the government departments they seem to be making the most effort to clean themselves up. The changes seem to be affecting SME business and individuals, and I am sure over time the big companies and high wealth Indonesians who enjoy a "special relationship" will eventually be bought in line.
After overpaying tax one year I have recently gone through an Audit. Although one tax person did hint around in a poor attempt to get a backhander, he gave up quickly. The tax department is rotating their audit staff regularly to crack down on any special deals being done.
Although the process of the Audit took time to start, once it started it was completed in about 5 weeks and we have got about 98% of the money we claimed.
While the process can be tough … I think that is the case with any tax department in the world!

JP/Tax office to create program to reduce tax evasion
The tax office is creating a program application that will include its efforts in "profiling" and "benchmarking" of taxpayers in its information and technology system to reduce the rate of tax evasion, tax office chief Darmin Nasution says.
"The tax office in the future will be more accurate in knowing which sectors taxpayers are avoiding their tax debts in," he said Wednesday.
Once the tax office has finished benchmarking all sectors, it can measure the gap between tax that could be collected and real tax revenue.
"This means that we will know to which tax office branch [taxpayers owe their obliged amount], and how much the gap is," said Darmin.
