The government is finalising the master plan (renduk) for post-disaster recovery in Sumatra, compiled by the Ministry of National Development Planning/National Development Planning Agency (PPN/Bappenas). This strategic document will serve as the primary reference for accelerating recovery in affected areas, with a focus on the priority needs of the community.

As part of this finalisation process, the Task Force for Accelerating Rehabilitation and Reconstruction (Satgas PRR) for Post-Disaster Sumatra is also refining the prioritisation scale within the master plan. The government targets the recovery process to span three years until December 2028.

Head of Satgas PRR Muhammad Tito Karnavian stated that they are currently emphasising the identification of the most urgent needs across various affected sectors.

Tito made these remarks during a press conference following the Coordinating Meeting of the Satgas PRR Steering Team at the Complex of the Ministry of Coordinating Human Development and Culture, Jakarta, on Monday (6/4).

“A master plan has been prepared by Bappenas for three years. However, under the directive of the Coordinating Minister for Human Development and Culture as head of the steering team, we will review the master plan to determine which priorities must be addressed in 2026,” said Tito.

He explained that although some sectors have resumed functioning, many are still temporary and require permanent solutions. Therefore, recovery priorities are directed towards basic community needs.

“Permanent housing (huntap) is the utmost priority, as we hope the community does not remain in temporary housing (huntara) for too long. Then, main roads and bridges that must be made permanent, as well as mud cleanup at several points, are also primary concerns,” he clarified.

According to Tito, the development of permanent housing (huntap) is the main focus to ensure the community does not stay in temporary housing (huntara) for extended periods. Additionally, the government is prioritising repairs to main roads, permanent bridges, and mud cleanup in several affected areas.

Head of the Satgas PRR Steering Team Pratikno added that the master plan prepared by Bappenas will become a legal product in the form of a Presidential Regulation (Perpres), serving as the reference for budget utilisation by involved ministries and agencies in post-disaster recovery in Aceh, North Sumatra, and West Sumatra.

“For 2026, we have agreed on the priorities, which will be reviewed by the head of the implementing team (Head of Satgas PRR) together with Bappenas and relevant ministries and agencies. Then, it will be allocated as soon as possible. Once again, speed is very important in disaster management,” he said.

Deputy for Regional Development at the Ministry of PPN/Bappenas Medrilzam stated that the master plan compilation has undergone intensive synchronisation between regional proposals and ministry/agency work plans.

“In total, the indicative financing needs amount to around Rp120 trillion, with Rp100.2 trillion to be implemented by ministries and agencies over three years,” he revealed.

For the first year, 2026, Bappenas will coordinate with the Ministry of Finance to target the acceleration of priority programme implementation, with funding needs approaching Rp40 trillion.

The Coordinating Meeting at the Ministerial Level for the Satgas PRR Steering Team was led by Coordinating Minister for Human Development and Culture Pratikno. Attendees included Coordinating Minister for Community Empowerment Muhaimin Iskandar, Head of Satgas PRR and Minister of Home Affairs Tito Karnavian, Head of BNPB Lieutenant General TNI Suharyanto, Minister of Public Works Dody Hanggodo, and Deputy for Regional Development at the Ministry of PPN/Bappenas Medrilzam.
