        "content": "<p>The government is finalising the master plan (renduk) for\npost-disaster recovery in Sumatra, compiled by the Ministry of National\nDevelopment Planning\/National Development Planning Agency\n(PPN\/Bappenas). This strategic document will serve as the primary\nreference for accelerating recovery in affected areas, with a focus on\nthe priority needs of the community.<\/p>\n<p>As part of this finalisation process, the Task Force for Accelerating\nRehabilitation and Reconstruction (Satgas PRR) for Post-Disaster Sumatra\nis also refining the prioritisation scale within the master plan. The\ngovernment targets the recovery process to span three years until\nDecember 2028.<\/p>\n<p>Head of Satgas PRR Muhammad Tito Karnavian stated that they are\ncurrently emphasising the identification of the most urgent needs across\nvarious affected sectors.<\/p>\n<p>Tito made these remarks during a press conference following the\nCoordinating Meeting of the Satgas PRR Steering Team at the Complex of\nthe Ministry of Coordinating Human Development and Culture, Jakarta, on\nMonday (6\/4).<\/p>\n<p>\u201cA master plan has been prepared by Bappenas for three years.\nHowever, under the directive of the Coordinating Minister for Human\nDevelopment and Culture as head of the steering team, we will review the\nmaster plan to determine which priorities must be addressed in 2026,\u201d\nsaid Tito.<\/p>\n<p>He explained that although some sectors have resumed functioning,\nmany are still temporary and require permanent solutions. Therefore,\nrecovery priorities are directed towards basic community needs.<\/p>\n<p>\u201cPermanent housing (huntap) is the utmost priority, as we hope the\ncommunity does not remain in temporary housing (huntara) for too long.\nThen, main roads and bridges that must be made permanent, as well as mud\ncleanup at several points, are also primary concerns,\u201d he clarified.<\/p>\n<p>According to Tito, the development of permanent housing (huntap) is\nthe main focus to ensure the community does not stay in temporary\nhousing (huntara) for extended periods. Additionally, the government is\nprioritising repairs to main roads, permanent bridges, and mud cleanup\nin several affected areas.<\/p>\n<p>Head of the Satgas PRR Steering Team Pratikno added that the master\nplan prepared by Bappenas will become a legal product in the form of a\nPresidential Regulation (Perpres), serving as the reference for budget\nutilisation by involved ministries and agencies in post-disaster\nrecovery in Aceh, North Sumatra, and West Sumatra.<\/p>\n<p>\u201cFor 2026, we have agreed on the priorities, which will be reviewed\nby the head of the implementing team (Head of Satgas PRR) together with\nBappenas and relevant ministries and agencies. Then, it will be\nallocated as soon as possible. Once again, speed is very important in\ndisaster management,\u201d he said.<\/p>\n<p>Deputy for Regional Development at the Ministry of PPN\/Bappenas\nMedrilzam stated that the master plan compilation has undergone\nintensive synchronisation between regional proposals and ministry\/agency\nwork plans.<\/p>\n<p>\u201cIn total, the indicative financing needs amount to around Rp120\ntrillion, with Rp100.2 trillion to be implemented by ministries and\nagencies over three years,\u201d he revealed.<\/p>\n<p>For the first year, 2026, Bappenas will coordinate with the Ministry\nof Finance to target the acceleration of priority programme\nimplementation, with funding needs approaching Rp40 trillion.<\/p>\n<p>The Coordinating Meeting at the Ministerial Level for the Satgas PRR\nSteering Team was led by Coordinating Minister for Human Development and\nCulture Pratikno.
