Targeting 100% Piped Drinking Water by 2029, PAM JAYA Officially Becomes a Perseroan Daerah for World-Class Service
KOMPAS.com – The Regional Public Company (Perumda) PAM JAYA has entered a new chapter in meeting the capital city’s clean water needs in the Special Capital Region (DKI) of Jakarta. This occurred after PAM JAYA legally underwent a massive transformation by changing its legal form to a perseroan daerah (perseroda). Chief Executive Officer (Dirut) PAM JAYA Arief Nasrudin said that the transformation into a perseroda is part of an effort to build a public company that is increasingly professional and modern to face future challenges. He noted that the step is necessary so that service quality can improve and reach all residents of Jakarta. “Our main focus remains the same, namely delivering piped water services that are more evenly distributed, of higher quality, and sustainable,” he said in a written statement received by Kompas.com. He delivered this at the signing ceremony of the deed of incorporation of PT Air Minum Jaya (Perseroda), which was officially signed by the PAM JAYA Directors and representatives of the Jakarta Provincial Government (Pemprov DKI Jakarta) on Wednesday (20/5/2026). First, accelerating the achievement of 100 percent coverage of piped drinking water services in Jakarta by 2029. Second, improving service quality and developing digital innovations. Third, governance that is more transparent, modern, and competitive. Fourth, strengthening the infrastructure for drinking water services. “Governor Pramono has a big vision for Jakarta. Jakarta must develop into a developed city,” he said. In this context, Arief said, piped water is no longer just a basic service, but also a symbol of the quality of life in a modern city. Through this transformation, PAM JAYA emphasised its commitment to continue growing as a piped drinking water service company that is professional, innovative, adaptive, and oriented toward the interests of Jakarta’s community. The status change is also an effort to respond to the challenges as a regional-owned enterprise (BUMD) with strengthened corporate governance and better service development. In addition, PAM JAYA also opens opportunities for strategic partnerships to secure funding beyond local government injections.
