Commission IV of the Tabanan DPRD again conducted field supervision and found a number of construction activities allegedly violating rules in two villages in Kediri District, namely Kaba-Kaba and Cepaka, on Wednesday (4 March 2026). At least three project sites were inspected. As a result, the council found buildings without permits, river boundary violations, and potential disruption to subak irrigation channels.

The first finding was in Banjar Dinas Dauh Yeh, Kaba-Kaba Village. The site had a villa disguised as a residence on land of about 15 ares. The building was reportedly contracted by a resident from Jakarta and had been under construction for about five months.

In addition, Commission IV found construction in Land of Protected Paddy Fields (LSD), including an area designated as the Sustainable Agricultural and Food Production Area (KPPB). The Commission IV emphasised that permits would certainly not be issued for the location and activities must be halted without tolerance.

The third finding was in Banjar Gamongan, Kaba Kaba Village. Here there is a villa building that violates river boundary and has no permit. The Civil Service Police Unit (Satpol PP) had even issued a Second Warning Letter (SP2). However, construction activities are said to continue. The council also noted the presence of a retaining wall project allegedly breaching river boundary in the Cepaka Banjar, Cepaka Village.

Chairman of Commission I of the Tabanan DPRD, I Gusti Nyoman Omardani, said during the sidak that any construction activity that cannot show a permit must be halted until the entire permitting process is completed in accordance with spatial planning regulations.

‘We want a firm stance and not half-hearted. If there is already an SP, activities must stop until there is a follow-up. If left unchecked, the public will judge the local government as not present in enforcing the regional regulation,’ he said.

Omardani added that for buildings that had already received SP2 but are still active, they will wait for the SP3 process before further enforcement steps are taken. The DPRD also asked Satpol PP, the Licensing Service and the PUPR Service to trace all construction activities along the Yeh Penet River to document which buildings are licensed and which are not.

Furthermore, the council urged the PUPR Service to promptly write to the River Basin Authority (BWS) to confirm the position and technical boundaries of the riverbank.

Not only OPD, but the village heads and village apparatus were also asked to be more vigilant against potential zoning violations. If the village cannot take action, the issue should be reported to the DPRD immediately.

Meanwhile, Kaba-Kaba Village Head, I Gusti Made Darmawan, said the village will document and study with the local wilayah heads (kawil). ‘What we have will be reported. If there are violations, please take decisive action,’ he said. He stressed that the village government does not have the authority to stop development projects. The oversight is limited to control and data collection. If there are indications of conversion of rice fields, he will summon the involved parties to the village office.
