Commission IV of the Tabanan DPRD again conducted field supervision\nand found a number of construction activities allegedly violating rules\nin two villages in Kediri District, namely Kaba-Kaba and Cepaka, on\nWednesday (4 March 2026). At least three project sites were inspected.\nAs a result, the council found buildings without permits, river boundary\nviolations, and potential disruption to subak irrigation channels.<\/p>\n
The first finding was in Banjar Dinas Dauh Yeh, Kaba-Kaba Village.\nThe site had a villa disguised as a residence on land of about 15 ares.\nThe building was reportedly contracted by a resident from Jakarta and\nhad been under construction for about five months.<\/p>\n
In addition, Commission IV found construction in Land of Protected\nPaddy Fields (LSD), including an area designated as the Sustainable\nAgricultural and Food Production Area (KPPB). The Commission IV\nemphasised that permits would certainly not be issued for the location\nand activities must be halted without tolerance.<\/p>\n
The third finding was in Banjar Gamongan, Kaba Kaba Village. Here\nthere is a villa building that violates river boundary and has no\npermit. The Civil Service Police Unit (Satpol PP) had even issued a\nSecond Warning Letter (SP2). However, construction activities are said\nto continue. The council also noted the presence of a retaining wall\nproject allegedly breaching river boundary in the Cepaka Banjar, Cepaka\nVillage.<\/p>\n
Chairman of Commission I of the Tabanan DPRD, I Gusti Nyoman\nOmardani, said during the sidak that any construction activity that\ncannot show a permit must be halted until the entire permitting process\nis completed in accordance with spatial planning regulations.<\/p>\n
\u2018We want a firm stance and not half-hearted. If there is already an\nSP, activities must stop until there is a follow-up. If left unchecked,\nthe public will judge the local government as not present in enforcing\nthe regional regulation,\u2019 he said.<\/p>\n
Omardani added that for buildings that had already received SP2 but\nare still active, they will wait for the SP3 process before further\nenforcement steps are taken. The DPRD also asked Satpol PP, the\nLicensing Service and the PUPR Service to trace all construction\nactivities along the Yeh Penet River to document which buildings are\nlicensed and which are not.<\/p>\n
Furthermore, the council urged the PUPR Service to promptly write to\nthe River Basin Authority (BWS) to confirm the position and technical\nboundaries of the riverbank.<\/p>\n
Not only OPD, but the village heads and village apparatus were also\nasked to be more vigilant against potential zoning violations. If the\nvillage cannot take action, the issue should be reported to the DPRD\nimmediately.<\/p>\n
Meanwhile, Kaba-Kaba Village Head, I Gusti Made Darmawan, said the\nvillage will document and study with the local wilayah heads (kawil).\n\u2018What we have will be reported. If there are violations, please take\ndecisive action,\u2019 he said. He stressed that the village government does\nnot have the authority to stop development projects. The oversight is\nlimited to control and data collection. If there are indications of\nconversion of rice fields, he will summon the involved parties to the\nvillage office.<\/p>\n
