Tabanan District Assembly Commission I Urges Regent to Impose Sanctions on Spatial Planning Violators
The Tabanan District Assembly’s Commission I has urged the Public Works and Spatial Planning Department (PUPR) to promptly draft a Regent Regulation (Perbup) to impose sanctions on those who violate spatial planning regulations in Tabanan. The regulation will establish mechanisms for imposing administrative sanctions on spatial planning violators.
I Gusti Nyoman Omardani, the Chair of Commission I, stated following a working session with regional government offices at the District Assembly’s meeting hall on Wednesday, 11 March 2026, that such regulation is urgently needed. It would serve as a legal basis for enforcing action against various spatial planning violations found in the field.
“There must be firmness and progressive action from the relevant government offices in addressing local issues, particularly regarding spatial planning violations. Working sessions should not merely cover administrative matters without demonstrable evidence of actual field enforcement,” Omardani stated firmly.
According to him, the lack of a Regent Regulation establishing mechanisms for administrative sanctions has been a significant obstacle in enforcing spatial planning violations. Therefore, Commission I requested that the relevant technical offices promptly draft such regulation to ensure enforcement has a clear legal foundation.
Commission I also highlighted weak building data collection in several villages across various districts. This became apparent during an inspection in Kediri District several days ago, when initially there was no data regarding buildings in that area. However, after the Civil Police Enforcement Unit conducted field operations, dozens of unauthorised buildings were discovered, with some villages having multiple violations.
These findings, according to Omardani, demonstrate that public compliance with the licensing process remains low. Consequently, the District Assembly requested the relevant government offices to conduct comprehensive building surveys across all villages in Tabanan Regency.
