        "content": "<p>The Tabanan District Assembly\u2019s Commission I has urged the Public\nWorks and Spatial Planning Department (PUPR) to promptly draft a Regent\nRegulation (Perbup) to impose sanctions on those who violate spatial\nplanning regulations in Tabanan. The regulation will establish\nmechanisms for imposing administrative sanctions on spatial planning\nviolators.<\/p>\n<p>I Gusti Nyoman Omardani, the Chair of Commission I, stated following\na working session with regional government offices at the District\nAssembly\u2019s meeting hall on Wednesday, 11 March 2026, that such\nregulation is urgently needed. It would serve as a legal basis for\nenforcing action against various spatial planning violations found in\nthe field.<\/p>\n<p>\u201cThere must be firmness and progressive action from the relevant\ngovernment offices in addressing local issues, particularly regarding\nspatial planning violations. Working sessions should not merely cover\nadministrative matters without demonstrable evidence of actual field\nenforcement,\u201d Omardani stated firmly.<\/p>\n<p>According to him, the lack of a Regent Regulation establishing\nmechanisms for administrative sanctions has been a significant obstacle\nin enforcing spatial planning violations. Therefore, Commission I\nrequested that the relevant technical offices promptly draft such\nregulation to ensure enforcement has a clear legal foundation.<\/p>\n<p>Commission I also highlighted weak building data collection in\nseveral villages across various districts. This became apparent during\nan inspection in Kediri District several days ago, when initially there\nwas no data regarding buildings in that area. However, after the Civil\nPolice Enforcement Unit conducted field operations, dozens of\nunauthorised buildings were discovered, with some villages having\nmultiple violations.<\/p>\n<p>These findings, according to Omardani, demonstrate that public\ncompliance with the licensing process remains low. Consequently, the\nDistrict Assembly requested the relevant government offices to conduct\ncomprehensive building surveys across all villages in Tabanan\nRegency.<\/p>",
