Swift Action by Aiptu Maliana in Handling Women and Children Cases in Kapuas
Head of the Women and Children Protection Unit (PPA) at the Kapuas Police Resort Criminal Investigation Unit, Central Kalimantan Regional Police, Aiptu Maliana Sri Wahyuni, has a long track record in uncovering cases against women and children. Aiptu Maliana is noted for acting swiftly in handling such cases.
For her actions, Aiptu Maliana has been proposed for the 2026 Hoegeng Awards. Testimony regarding her swift handling of women and children cases was provided by W, the mother of a rape victim.
“The service was very good and the response was quick. When we reported it yesterday, the process was handled quickly; it only took a few months, not too long for us to wait. Once the evidence was gathered, it was immediately submitted,” said W to detikcom on Monday (16/3/2026).
W claimed to have received excellent service from Aiptu Maliana and the team at the police resort. After filing the report, W said Aiptu Maliana immediately handled it swiftly.
“The handling was quick. As soon as I heard the story from my child, that night I went straight to the police resort to report it. The next day, I met her (Aiptu Maliana), and it was immediately addressed. The following day, we were asked to come back for the medical examination and all that, and our statements were taken right away,” she said.
W reported a suspected underage child rape case by her adult boyfriend in 2025. The perpetrator allegedly threatened to distribute videos and photos of the victim.
“When he threatened my child by saying he would spread the photos, this and that. There was a threat to distribute them, I couldn’t accept it, so I reported it,” she explained.
According to W, Aiptu Maliana prioritised the rights of her child as the victim. The privacy of her child was also protected by Aiptu Maliana.
“For protection, it’s like ensuring there’s no intervention or anything, because our identities are still covered—who the reporter is, who I am, and so on,” she said.
In terms of scheduling examinations, Aiptu Maliana adjusted to the victim and the victim’s mother. W felt greatly assisted by the service provided by Aiptu Maliana.
“When witnesses are called, or me as the parent or the victim, she contacts me directly: ‘Can you come today?’ Since I was working that morning, sometimes we adjust: ‘Ma’am, I can only do it at such and such time,’ like that,” she said.
“Because my child was still in school (high school) at the time, we looked for a convenient schedule, so the school could allow it. At that time, we kept it from the school side, the victim’s privacy was protected,” she added.
W said the case was resolved through to the trial in a few months. Currently, the perpetrator has been sentenced.
“It’s already reached the verdict, six years. The incident was in 2025,” she said.
Coordination with UPTD PPPA to Fulfil Victims’ Rights
Head of the Women and Children Protection Integrated Service Unit (UPTD PPA) in Kapuas Regency, Meryanty, also provided testimony on Aiptu Maliana’s performance in the PPA field. Aiptu Maliana is said to always collaborate with PPA to ensure victims’ rights are fulfilled.
“We are greatly assisted, especially in handling cases; we never turn our backs on each other. The coordination is extraordinary, even if it’s at night or until dawn, our coordination is outstanding. We complement each other so that the cases we’re processing run quickly and smoothly, without obstacles, whether from witnesses, victims, or even perpetrators—ABH (child perpetrators)—we handle it all well together,” Meryanty told detikcom.
Meryanty said Aiptu Maliana always strives to prioritise the victim’s perspective. One particularly complex case handled by UPTD PPA with Aiptu Maliana was the rape of a disabled child at a karaoke venue in 2024.
“The perpetrator owned the karaoke place; our victim was a child with special needs living in the area nearby. It really required time, then complete witnesses, and evidence that wasn’t difficult to obtain. It was extraordinary at the time,” she said.
Several challenges were faced in uncovering that case. Even some parties tried to protect the perpetrator.
“From the prosecutor’s office itself, they required it to be complete, so with various methods, we gathered evidence—even willing to pay out of pocket. Mrs Maliana herself, to transport witnesses, so we could collect evidence from the victim’s neighbours; we sought out the witnesses,” she said.
“Then also visiting the TPK that had CCTV at the time; that was extraordinary too. Then rejection from people around there, including those defending the perpetrator—we were even threatened with sharp weapons at that time. With patience, and I always accompanied the police friends,” she added.
Meryanty said the case uncovering process took one year. The case has been resolved and there is a court decision.
“So I know well how these friends work: during the day, even while fasting at the time—it was truly extraordinary. The case ran for one year because it wasn’t easy,” she explained.
In addition, Meryanty said Aiptu Maliana continues to strive for transparency. UPTD PPA representatives are involved in taking examination minutes (BAP).
“So far, every time we do BAP, it’s together with UPTD. She’s extraordinary in that; it avoids, so to speak, from outside: ‘Oh, the victim or perpetrator was forced to confess.’ So she avoids that by always having us from UPTD PPA as companions for the victim or when questioning the perpetrator, to avoid negative issues that might arise later,” she said.
In fulfilling the victim’s education rights, Aiptu Maliana also collaborates with UPTD PPA. In addition, joint prevention socialisation is conducted.
“Usually from the Police Resort PPA, they coordinate with us if, for example, a child has difficulty continuing education due to shame or intimidation. We coordinate mutually; we approach the school to
