Suwung Landfill Case Enters Investigation Stage, SPDP Sent to Badung Regent

Handling of the Suwung Final Disposal Site (TPA) case has now entered the investigative stage. This process relates to the management of waste in Badung Regency.

“In fact, Suwung has now truly entered the investigative stage at a relatively advanced level. Therefore we will monitor it seriously. We will no longer impose administrative sanctions by the government, but a criminal approach,” said Environment Minister Hanif Faisol Nurofiq during a working visit to Jimbaran Beach, Thursday (5 March 2026).

Hanif disclosed that the Notice of Commencement of Investigation (SPDP) has been sent to the Badung Regent for immediate investigation regarding waste management in Badung Regency.

“The SPDP has been sent to the Regent. We will promptly undertake further investigative steps to ensure that Badung Regency moves very quickly,” he said.

He also urged the public to follow the instructions of the Badung Regent in waste management, especially regarding segregation at source.

“So unsegregated waste must not enter Suwung, thus we all must strive to segregate waste from upstream. Without segregation, once again we will not allow it to enter Suwung,” he said.

Hanif added that the Suwung TPA is now very crowded and its level of pollution is quite severe. Therefore, the regional government was asked to immediately repair the wastewater treatment installation (IPAL) to reduce environmental impacts.

“TPA Suwung is really crowded now, the pollution level is quite heavy. So we have asked the Governor to immediately repair IPAL. It is currently ongoing. I ask it to be completed quickly, Mr Governor,” he said.

Furthermore, he emphasised that in April 2026 organic waste must no longer enter Suwung TPA because it would increase the leachate load.

“Then organic waste is absolutely not allowed to enter Suwung anymore because it will increase the leachate load. That will increase the burden, so we will monitor it fully,” he stressed.

Earlier, Bali Governor Wayan Koster confirmed that the waste problem in Badung Regency has now entered the investigative stage by law enforcement. However, he denied that the case is being handled by the Police’s Criminal Investigation Agency (Bareskrim) but rather by the Directorate General of Law Enforcement (Gakkum) of the Ministry of Environment (LH).

“Not (Police headquarters), it’s Gakkum of the Ministry of Environment. The Minister has taken a firm policy; if there are violations, sanctions will be given,” Koster said during a coordination meeting at Puspem Badung, on Friday (6 March 2026).

Koster instructed all village heads, sub-district chiefs, down to customary village chiefs in Badung to immediately consolidate to disseminate segregation of organic and non-organic waste directly from the source. He stressed that waste processing should be completed at the household or village level by utilising composting facilities and the Waste Processing Site Reduce-Reuse-Recycle (TPS3R).
