Suryacipta offers industrial lots ready for construction and operation
PT Suryacipta Swadaya, a subsidiary of publicly listed PT
Surya Semesta Internusa Tbk., is offering easy-to-implement
industrial sites at its strategically located 1,400-hectare
industrial estate in Karawang, West Java.
"As all the sites in our industrial estate possess genuine
land title, no land acquisition or location permits are required
for new factories, and we will provide full assistance in
obtaining the local permits required," says Karel Walla,
Suryacipta Swadaya's director for estate management and
development.
The West Java provincial government and Karawang regency
administration have assured their commitment to supporting
Suryacipta Swadaya's plan to develop its fully-serviced,
integrated industrial estate as a city of industry with a
complete industrial area, housing complex, commercial sites, and
other supporting facilities, such as banks, a hotel, health
clinics, dormitory, schools, a post office, restaurants,
recreation centers and green areas.
The peaceful countryside environment of the estate supports
the productivity of employees working there as they are far from
problems related to political or social upheaval, he says, adding
that labor resources are still adequately available.
He says the estate's comprehensive infrastructure guarantees
reliable and convenient operations for its tenants.
The infrastructure includes PLN power-sub station with a
capacity of 300 MVA and an underground cable network, 3,000
telephone lines (expandable to about 30,000 lines) from PT Telkom
Indonesia, international telecommunication facilities --
including Internet Service Providers (ISPs), leased lines, fax-
plus and international direct dialing (IDD) services -- from PT
Indosat, industrial water supply, with a capacity of 15,400 cubic
meters per day, natural gas pipelines from the state gas company
(PGN) and waste water treatment, with a processing capacity of
10,800 cubic meters per day. For security and safety, Suryacipta
employs its own firefighters and round-the-clock security guards.
"These infrastructure facilities will support reliable,
uninterrupted operations of industrial companies in our estate,"
Karel says.
He adds that to guarantee smooth flows of goods to and from
the tenants, Suryacipta Swadaya has located its industrial estate
strategically -- only 1,300 meters away from the Karawang Timur
toll gate of the Jakarta-Cikampek highway. It is 55 km drive from
Jakarta, the government as well as economic capital of Indonesia,
and linked to Tanjung Priok seaport container terminal and
Soekarno-Hatta International Airport. Within the industrial
estate, the road network is well designed, with its main roads
constructed 50 meters wide to accommodate four lanes, and other
roads 30 meters wide.
"The smooth flow of goods is essential for export-oriented
industrial companies that are highly committed to sustaining
their credibility by meeting deadlines for the dispatch of their
products to overseas buyers," comments Karel. "For that reason,
many multinational companies have chosen our industrial estate
for their operational base in Indonesia."
Among the multinational companies operating at Suryacipta
Swadaya's industrial estate are Bridgestone, NT Piston Ring,
Super Steel, GS Battery and JVC Electronics of Japan, tire rim
manufacturer Bekaert of Belgium, electronic component producer CS
Indo Technology of Malaysia, yarn filament maker Kohap of South
Korea, electronic component manufacturer Chiyoda Integre of
Singapore and Molds & Dies of Italy. Japan's Bridgestone runs
production facilities and operates Indonesia's only tire test
track in the industrial estate. The country's prominent ceramic
tile producer Keramika Indonesia Assosiasi (KIA) also operates in
the estate.
Based on the initial masterplan study by Jurong Environmental
Engineering Ltd. of Singapore and basic design by Pacific
Consultant International of Japan and Dacrea of Indonesia,
Suryacipta Swadaya's industrial estate has been developed and
constructed by Indonesian-Japanese consortium PT Jaya-Obayashi,
together with Nusa Raya Cipta to assure convenient and secure
operations of the tenants. The access road linking the estate to
the Jakarta-Cikampek toll road was constructed by Kumagai Gumi of
Japan and PT Kadi International joint operation.
Suryacipta offers developed industrial land lots in a variety
of sizes, ranging from 6,000 square meters to 100 hectares, which
are ready for construction to meet investors' requirements.
The company also offers two types of standard factory building
(SFB) -- detached and semi-detached ones. Detached SFBs are each
built on a land lot of 3,724 square meters, with a total building
area of 1,426 square meters, including a 1,242-square-meter
production site and 184-square-meter office area.
Each of the semi-detached SFBs, constructed on a 2,040-square-
meter lot, has a building area of 1,012 square meters, including
a production area of 828 square meters and office area of 184
square meters.

BRIDGESTONE: MORE SECURE THAN OTHERS
PT Bridgestone Tire Indonesia's deputy factory manager, Asep
Hadiyana, gives his comments on his company's operations in the
Suryacipta City of Industry.
When did your company build its production plant in this
industrial estate?
It started constructing the plant on a 36-hectare area in
1997.
Why did you need so large an area?
Because we needed to establish large production units with a
high capacity and to employ a large number of employees. We also
needed a vast area, about 62,500 square meters in size, for the
construction of a proving ground facility, which is now the only
track in the country to test the quality of newly developed
tires.
Where do you sell your products?
We sell some of our products domestically and export others to
Japan, Australia and some African countries.
What do you think about security and services in this
industrial estate?
As far as I know, operations in this estate are relatively
more secure than the others. On services, the estate's management
company is usually proactive in helping its tenants overcome
their problems for the sake of smooth production.
SUMITOMO: OFFER HIGH LEVEL OF SERVICES
Sumitomo Corporation of Japan has been appointed as Suryacipta
Swadaya's exclusive marketing agent for Japanese buyers. An
officer for its overseas industrial park department gives some
remarks.
Could you describe the relationship between Sumitomo and
Suryacipta?
Sumitomo has been acting as Suryacipta's exclusive agent for
Japanese companies since 1996. Japanese companies have been
dramatically expanding the overseas operations since the mid-
1980s. To support manufacturers' expansion into Asia -- and
contribute to the economic development of host countries --
Sumitomo has long been energetically promoting businesses
relating to developing, marketing and managing overseas
industrial parks.
East Jakarta Industrial Park (EJIP) was the first among many
industrial parks Sumitomo developed in Southeast Asian countries.
Because it was fully occupied in 1996, Sumitomo initiated
cooperation with existing industrial parks it could trust. We
chose Suryacipta because it had superb infrastructure as well as
good access to Jakarta. The fact that the then top management of
Sumitomo knew Mr. Benjamin Surjadjaya well as a reputable member
of Astra's top management, plus Mr. Basroni Rizal as successful
president director of PT Surabaya Industrial Estate Rungkut, was
another important factor in the decision.
Does it mean that Sumitomo is responsible only for assisting in
the sale-purchase stage for the industrial sites?
Not at all. Sumitomo assists all clients before, during and
after the sale-purchase process. We believe we provide the
Suryacipta tenants with the same level of services we do at EJIP.
Do you think the flow of Japanese investment into Indonesia will
recover to precrisis levels?
It depends on how the Indonesian government will be able to
improve the investment climate here. I believe Indonesia would
have huge potential as a destination for foreign direct
investment if the government could solve such problems as law
enforcement, labor disputes, security and so on.
