Suryacipta offers industrial lots ready for construction and operation<\/p>\n
PT Suryacipta Swadaya, a subsidiary of publicly listed PT
\nSurya Semesta Internusa Tbk., is offering easy-to-implement
\nindustrial sites at its strategically located 1,400-hectare
\nindustrial estate in Karawang, West Java.<\/p>\n
"As all the sites in our industrial estate possess genuine
\nland title, no land acquisition or location permits are required
\nfor new factories, and we will provide full assistance in
\nobtaining the local permits required," says Karel Walla,
\nSuryacipta Swadaya's director for estate management and
\ndevelopment.<\/p>\n
The West Java provincial government and Karawang regency
\nadministration have assured their commitment to supporting
\nSuryacipta Swadaya's plan to develop its fully-serviced,
\nintegrated industrial estate as a city of industry with a
\ncomplete industrial area, housing complex, commercial sites, and
\nother supporting facilities, such as banks, a hotel, health
\nclinics, dormitory, schools, a post office, restaurants,
\nrecreation centers and green areas.<\/p>\n
The peaceful countryside environment of the estate supports
\nthe productivity of employees working there as they are far from
\nproblems related to political or social upheaval, he says, adding
\nthat labor resources are still adequately available.<\/p>\n
He says the estate's comprehensive infrastructure guarantees
\nreliable and convenient operations for its tenants.<\/p>\n
The infrastructure includes PLN power-sub station with a
\ncapacity of 300 MVA and an underground cable network, 3,000
\ntelephone lines (expandable to about 30,000 lines) from PT Telkom
\nIndonesia, international telecommunication facilities --
\nincluding Internet Service Providers (ISPs), leased lines, fax-
\nplus and international direct dialing (IDD) services -- from PT
\nIndosat, industrial water supply, with a capacity of 15,400 cubic
\nmeters per day, natural gas pipelines from the state gas company
\n(PGN) and waste water treatment, with a processing capacity of
\n10,800 cubic meters per day. For security and safety, Suryacipta
\nemploys its own firefighters and round-the-clock security guards.<\/p>\n
"These infrastructure facilities will support reliable,
\nuninterrupted operations of industrial companies in our estate,"
\nKarel says.<\/p>\n
He adds that to guarantee smooth flows of goods to and from
\nthe tenants, Suryacipta Swadaya has located its industrial estate
\nstrategically -- only 1,300 meters away from the Karawang Timur
\ntoll gate of the Jakarta-Cikampek highway. It is 55 km drive from
\nJakarta, the government as well as economic capital of Indonesia,
\nand linked to Tanjung Priok seaport container terminal and
\nSoekarno-Hatta International Airport. Within the industrial
\nestate, the road network is well designed, with its main roads
\nconstructed 50 meters wide to accommodate four lanes, and other
\nroads 30 meters wide.<\/p>\n
"The smooth flow of goods is essential for export-oriented
\nindustrial companies that are highly committed to sustaining
\ntheir credibility by meeting deadlines for the dispatch of their
\nproducts to overseas buyers," comments Karel. "For that reason,
\nmany multinational companies have chosen our industrial estate
\nfor their operational base in Indonesia."<\/p>\n
Among the multinational companies operating at Suryacipta
\nSwadaya's industrial estate are Bridgestone, NT Piston Ring,
\nSuper Steel, GS Battery and JVC Electronics of Japan, tire rim
\nmanufacturer Bekaert of Belgium, electronic component producer CS
\nIndo Technology of Malaysia, yarn filament maker Kohap of South
\nKorea, electronic component manufacturer Chiyoda Integre of
\nSingapore and Molds & Dies of Italy. Japan's Bridgestone runs
\nproduction facilities and operates Indonesia's only tire test
\ntrack in the industrial estate. The country's prominent ceramic
\ntile producer Keramika Indonesia Assosiasi (KIA) also operates in

Based on the initial masterplan study by Jurong Environmental
\nEngineering Ltd. of Singapore and basic design by Pacific
\nConsultant International of Japan and Dacrea of Indonesia,
\nSuryacipta Swadaya's industrial estate has been developed and
\nconstructed by Indonesian-Japanese consortium PT Jaya-Obayashi,
\ntogether with Nusa Raya Cipta to assure convenient and secure
\noperations of the tenants. The access road linking the estate to
\nthe Jakarta-Cikampek toll road was constructed by Kumagai Gumi of
\nJapan and PT Kadi International joint operation.<\/p>\n
Suryacipta offers developed industrial land lots in a variety
\nof sizes, ranging from 6,000 square meters to 100 hectares, which
\nare ready for construction to meet investors' requirements.<\/p>\n
The company also offers two types of standard factory building
\n(SFB) -- detached and semi-detached ones. Detached SFBs are each
\nbuilt on a land lot of 3,724 square meters, with a total building
\narea of 1,426 square meters, including a 1,242-square-meter
\nproduction site and 184-square-meter office area.<\/p>\n
Each of the semi-detached SFBs, constructed on a 2,040-square-
\nmeter lot, has a building area of 1,012 square meters, including
\na production area of 828 square meters and office area of 184
\nsquare meters.<\/p>\n

PT Bridgestone Tire Indonesia's deputy factory manager, Asep
\nHadiyana, gives his comments on his company's operations in the
\nSuryacipta City of Industry.<\/p>\n
When did your company build its production plant in this
\nindustrial estate?<\/p>\n
It started constructing the plant on a 36-hectare area in
\n1997.<\/p>\n
Why did you need so large an area?<\/p>\n
Because we needed to establish large production units with a
\nhigh capacity and to employ a large number of employees. We also
\nneeded a vast area, about 62,500 square meters in size, for the
\nconstruction of a proving ground facility, which is now the only
\ntrack in the country to test the quality of newly developed
\ntires.<\/p>\n
Where do you sell your products?<\/p>\n
We sell some of our products domestically and export others to
\nJapan, Australia and some African countries.<\/p>\n
What do you think about security and services in this
\nindustrial estate?<\/p>\n
As far as I know, operations in this estate are relatively
\nmore secure than the others. On services, the estate's management
\ncompany is usually proactive in helping its tenants overcome
\ntheir problems for the sake of smooth production.<\/p>\n
SUMITOMO: OFFER HIGH LEVEL OF SERVICES<\/p>\n
Sumitomo Corporation of Japan has been appointed as Suryacipta
\nSwadaya's exclusive marketing agent for Japanese buyers. An
\nofficer for its overseas industrial park department gives some
\nremarks.
\nCould you describe the relationship between Sumitomo and
\nSuryacipta?<\/p>\n
Sumitomo has been acting as Suryacipta's exclusive agent for
\nJapanese companies since 1996. Japanese companies have been
\ndramatically expanding the overseas operations since the mid-
\n1980s. To support manufacturers' expansion into Asia -- and
\ncontribute to the economic development of host countries --
\nSumitomo has long been energetically promoting businesses
\nrelating to developing, marketing and managing overseas
\nindustrial parks.<\/p>\n
East Jakarta Industrial Park (EJIP) was the first among many
\nindustrial parks Sumitomo developed in Southeast Asian countries.
\nBecause it was fully occupied in 1996, Sumitomo initiated
\ncooperation with existing industrial parks it could trust. We
\nchose Suryacipta because it had superb infrastructure as well as
\ngood access to Jakarta. The fact that the then top management of
\nSumitomo knew Mr. Benjamin Surjadjaya well as a reputable member
\nof Astra's top management, plus Mr. Basroni Rizal as successful
\npresident director of PT Surabaya Industrial Estate Rungkut, was
\nanother important factor in the decision.
\nDoes it mean that Sumitomo is responsible only for assisting in
\nthe sale-purchase stage for the industrial sites?<\/p>\n
Not at all. Sumitomo assists all clients before, during and
\nafter the sale-purchase process. We believe we provide the
\nSuryacipta tenants with the same level of services we do at EJIP.
\nDo you think the flow of Japanese investment into Indonesia will
\nrecover to precrisis levels?<\/p>\n
It depends on how the Indonesian government will be able to
\nimprove the investment climate here. I believe Indonesia would
\nhave huge potential as a destination for foreign direct
\ninvestment if the government could solve such problems as law
\nenforcement, labor disputes, security and so on.<\/p>",
