Surabaya Streamlines Business Permits to Boost Investment and Job Creation

Ease of investment and business licensing has a strong correlation with new employment opportunities. The Surabaya city government continues to improve its business licensing process to meet investment targets that can open up new jobs.

In 2025, the Surabaya Investment and One-Stop Integrated Services Agency (DPMPTSP) has set a target of increasing investment value in the City of Heroes. To pursue this annual target, DPMPTSP has prepared a number of innovations.

Citing figures from the Ministry of Investment and Downstreaming/Investment Coordinating Board (BKPM), investment value in Surabaya rose from the fourth quarter of 2024 to the first quarter of 2025, climbing from Rp 6.53 trillion to Rp 7.71 trillion — an increase of 16.8 per cent — with an additional 119,603 new business operators.

These figures are expected to continue growing towards Surabaya's 2025 investment target of Rp 42.69 trillion. The target represents an increase over 2024 realisation, when the city government recorded investment realisation of Rp 40.47 trillion (101.35 per cent) against a target of Rp 39.94 trillion.

The rising investment value is expected to support economic development in Surabaya. "It is also hoped that incoming investment can expand new employment opportunities," said acting head of DPMPTSP Surabaya, Lasidi, on Sunday (20 July 2025).

Surabaya holds a strategic position as a pillar of investment at both the East Java provincial and national levels. Several priority sectors have been identified, including the green economy, tourism, creative industries, and logistics.

To facilitate investors in deploying capital, the city government has prepared various services, including licensing facilities through an online system via the web-based applications oss.go.id and sswalfa.surabaya.go.id. Integrated through the One-Stop Service system, the process of document registration, administrative and technical verification, and licence issuance can be completed more quickly, in line with the directives of Surabaya Mayor Eri Cahyadi.

Through this system, applicants can independently manage their licensing through their own accounts, without needing to use third parties such as brokers or service bureaux. "There is no longer any licensing process conducted manually, in order to avoid conflicts of interest," said Lasidi.
