Supervision of ASN WFH: Activation of Location Feature Required and Performance to be Evaluated
The government has issued several follow-up instructions following the announcement of the work-from-home (WFH) policy every Friday for civil servants (ASN). This policy is designed to achieve savings in response to the high global oil prices resulting from the war in the Middle East region. The WFH policy for ASN will be further regulated through a circular letter (SE) issued by the Minister of Home Affairs (Mendagri) and the Minister for State Apparatus Utilization and Bureaucratic Reform (PANRB). ASN undertaking WFH every Friday are required to keep their mobile phones active during working hours. This provision is implemented so that the presence of ASN can be monitored through the location features available on every smartphone. “To ensure that ASN are truly carrying out work from home and their mobile phones are also requested to be active so that their location can be known through geolocation,” said Mendagri Tito Karnavian during a virtual press conference on Tuesday (31/3/2026). The policy refers to Circular Letter Number 800.1.5/3349/SJ on the Transformation of ASN Work Culture in the Regional Government Environment, issued on 31 March 2026. The circular emphasises that ASN working from home must be at their registered place of residence or domicile. Tito explained that the circular also contains several technical guidelines for regional heads regarding the implementation of WFH in the regional government environment. “Including efforts to encourage digital services, then electronic signing, the human resource management information system as mentioned by the Coordinating Minister for the Economy,” said Tito. “For all ASN, we will continue to conduct evaluations of PPPK and evaluations of performance,” said Rini during the press conference. She stated that the Ministry of PANRB has provided an application to evaluate the performance of those state apparatus.
