The Head of the Task Force for Acceleration of Rehabilitation and Reconstruction (PRR), Muhammad Tito Karnavian, affirmed that the government has prepared a master plan for the rehabilitation and reconstruction of Aceh, North Sumatra, and West Sumatra as the main reference for recovery until 2028.

According to Tito, the preparation of the master plan is an important step because disaster management in the three regions has passed the emergency phase and is now entering a transition phase towards a more permanent and measurable recovery.

“In the future, we will enter the recovery phase. Currently, the National Development Planning Agency (Bappenas) has prepared a master plan, we have reviewed it, and the process is underway to become a Presidential Regulation (Perpres). We have scheduled the recovery for three years with a timeline until 2028 and stages for each year,” he said in a press release received by Kompas.com, Saturday (16/5/2026).

The statement was made by Tito while attending a meeting with the Steering Committee of the PRR Task Force.

The document will also serve as the basis for determining development priorities in areas affected by hydrometeorological disasters in Sumatra.

Tito explained that the government is prioritising several strategic sectors that are directly related to the recovery of people’s lives and the strengthening of the regional economy.

The focus of the recovery includes the development of basic infrastructure, such as rivers, roads, and bridges, as well as the trade, agriculture, aquaculture, and permanent housing sectors.

“Earlier, it was stated that the priorities are infrastructure, rivers, roads, bridges, trade, agriculture, and then permanent housing is also important so that people do not stay in temporary housing for too long,” said Tito.

With stronger policy support, the disbursement of funds to related ministries and agencies is expected to be accelerated.

“If it is approved by the President, the speed will automatically increase when the funds are disbursed to the ministries/agencies in charge,” said Tito.

The government targets that the master plan will not only be a guide for physical reconstruction after the disaster, but also encourage the gradual and sustainable recovery of the social and economic life of the community in the three affected provinces until 2028.
