'Sultan' of Labour Ministry Admits Receiving Rp 58 Billion in K3 Extortion Case
The defendant in the K3 certification extortion case, known as the ‘Sultan’ of the Labour Ministry, Irvian Bobby Mahendro, admitted to receiving non-technical funds for processing the certifications. Bobby acknowledged receiving a total of Rp 58 billion.
This was stated by Bobby while testifying as a witness at the Jakarta Corruption Court on Monday (20/4/2026). Bobby testified for the defendants, former Deputy Labour Minister Immanuel Ebenezer Gerungan (Noel), Fahrurozi as Director General of Occupational Safety and Health Supervision and K3 in March 2025, Miki Mahfud from PT KEM Indonesia, and Temurila from PT KEM Indonesia.
“Did you receive nearly Rp 57 billion, Rp 58 billion over a period of five years?” asked the prosecutor.
“2019…,” replied Bobby.
“In your examination record, it’s Rp 58,497,357,000 or so. Is that what you received?” asked the prosecutor.
“Yes, Sir,” replied Bobby.
Bobby said the billions of rupiah were used for purchasing certification blanks for K3 processing. Then, for leadership expenses up to other needs.
“If it’s for blanks, how could you receive this much? That’s the question,” said the prosecutor.
“The blank needs are every month, Sir, on average Rp 200 million per month, Sir,” replied Bobby.
“Yes, but you’ve received billions, you’ve already spent it on leadership costs, on incidental leadership expenses, is this just for your personal use?” asked the prosecutor.
“No, Sir, it’s for the leadership and the organisation,” replied Bobby.
“Everything goes into this?” asked the prosecutor.
“Yes, it goes there,” replied Bobby.
Bobby said the money was also used to purchase 37 luxury vehicles. He said the vehicles would be sold to obtain cash when there were needs from the leadership or organisation.
“And even you have several types of vehicles that you own, there are 37 vehicles that you owned from 2022 to 2023?” asked the prosecutor.
“Yes,” replied Bobby.
“Is the money for all that? From these non-technical funds?” asked the prosecutor.
“That’s right, Sir, so the non-technical money, I bought vehicles with it, and when there were needs from the leadership, I would sell the vehicles to get the cash, Sir, to give to the leadership and the organisation,” replied Bobby.
