“Sultan Kemnaker” Bobby Faces Six-Year Prison Sentence and Rp 60 Billion Restitution Claim
The former Coordinator for Institutional Development and K3 Personnel, Irvian Bobby Mahendro, alias “Sultan Kemnaker”, faces a six-year prison sentence regarding allegations of extortion and gratification related to the management of Occupational Health and Safety (K3) certifications. The Public Prosecutor believes that Bobby is proven guilty of committing criminal acts of extortion and receiving gratifications in this case.
“Sentencing the defendant, Irvian Bobby Mahendro, to six years of imprisonment,” stated the prosecutor during the sentencing hearing on Monday (18/05/2026).
In addition to the prison term, the prosecutor is also demanding a fine of Rp 250 million, or a substitute of 90 days of imprisonment. Furthermore, the prosecutor has requested an additional penalty for the defendant to pay restitution amounting to Rp 60,329,415,416.
In their considerations, the prosecutors noted that the defendants’ actions do not support the government’s programme to achieve a governance free from the practices of collusion, corruption, and nepotism. Conversely, mitigating factors include the fact that the defendants have no prior criminal record, have family responsibilities, and have maintained polite and respectful behaviour during the trial.
Previously, in the prosecution’s indictment, Noel and several officials from the Ministry of Manpower (Kemenaker) were alleged to have received billions of rupiah through extortion practices targeting K3 certification and licence applicants. The prosecutor stated that these actions were carried out by Noel alongside other defendants, including Fahrurozi, Hery Sutanto, Subhan, Gerry Aditya Herwanto Putra, Irvian Bobby Mahendro, Sekarsari Kartika Putri, Anitasari Kusumawati, Supriadi, Miki Mahfud, and Termurila.
“The defendants coerced K3 Certification and Licence Applicants to provide money totalling Rp 6,522,360,000, or at least approximately that amount,” the prosecutor stated during the reading of the indictment on 19 January 2026.
