Public policy expert Prof Andy Fefta Wijaya has applauded the success of Operation Ketupat 2026 in securing the Eid al-Fitr homecoming and return flows in 2026. The success of this humanitarian operation is inseparable from cross-sectoral synergy and collaboration.

This expert from the Faculty of Administrative Sciences at Brawijaya University (UB) emphasised that the national success of Operation Ketupat 2026 stems from the application of an integrated cross-sectoral collaborative governance model.

According to him, conventional approaches based on administrative and sectoral coordination are no longer adequate to address the complexity of public mobility during Eid homecoming.

Therefore, a more adaptive and systemic model is required, namely the Governance Plus Multi Helix (GPMH) collaboration, which he developed as a new approach in public policy governance.

“Governance Multi Helix collaboration is a governance approach that integrates state and non-state actors within a policy ecosystem based on shared decision-making, to respond to the complexity of public problems that cannot be resolved sectorally,” Andy told reporters on Tuesday, 31 March 2026.

He explained that in the context of Operation Ketupat 2026, this concept is reflected through the simultaneous and integrated involvement of various actors, from government (National Police, Ministry of Transportation, local governments), business sector (transport operators, toll road managers, and energy providers), communities, academics, to media.

According to him, the operation’s success demonstrates that when all actors work within a connected policy ecosystem, the state can manage complexity more effectively, not only reactively but also predictively and adaptively.

“So far, our main challenge has been sectoral ego and data fragmentation between institutions. However, in Operation Ketupat 2026, there is evident system integration, shared vision, and clearer role division. This proves that the Multi Helix approach is not just conceptual but applicable and proven effective,” he clarified.

He added that strengthening national data integration, integrated control systems, and corridor-based management are key factors enhancing the model’s implementation in the field.

Looking ahead, Andy assesses that Governance Plus Multi Helix collaboration can serve as a national governance model in various other strategic sectors, particularly in addressing complex public problems that cross jurisdictional boundaries.
