Steps to stop student brawls

From Republika

High school student brawls have lately reached unprecedented
levels. They take place nearly every day. Each area in Jakarta is
forced to deal with resulting traffic jams. The students do not
only create unrest by their actions, they seem to use the
momentum of brawls to commit criminal acts, too. The greatest
irony is that the students, who should show better behavior due
to their education, display impudence.

I am greatly concerned, and would like to forward the
following points for consideration by those handling such
problems.

1. Assign a duty officer among the teachers to supervise the
situation.

2. Ask the students who do not take part in brawls to report
to the teacher on duty instead of going home for student
monitoring purposes.

3. The local police station must take an active part in
reporting the brawls in their area.

4. Concrete and strict sanctions must be given to students who
participate in brawls. If necessary, the students can be
suspended from school.

Hopefully, implementation of the above measures would be
sufficiently effective in discouraging students from brawling. At
least the measures can serve as shock therapy to them. It is
better to make a small sacrifice than to be haunted by unrest and
fear, surrounded by traffic jams and unsafe street conditions,
while there are no visible steps taken toward a solution to the
daily brawls on the streets.
