State to Proceed with Execution of Sultan Hotel Despite Pontjo Sutowo's Request for Guarantee Money

JAKARTA, KOMPAS.com - The Director of the Gelora Bung Karno Complex Management Centre (PPKGBK), Rakhmadi Afif Kusumo, stated that the execution of Block 15 in the Gelora Bung Karno (GBK) area, where the Sultan Hotel stands, will uphold high humanitarian values. He assured that operations in Block 15 will be managed with the highest professionalism under state management. “We will carry out the eviction execution process by considering all aspects, including the future of employees and vendors who have depended on Block 15 for their livelihoods,” he said, quoted on Tuesday (05/05/2026). Furthermore, Rakhmadi explained that the state is present not to shut down businesses, but to reorganise this asset so that its benefits can be enjoyed inclusively by the public in accordance with the constitutional mandate. The government, through PPKGBK, is committed to restoring Block 15 as a green, modern, well-organised, productive public area, more integrated with transportation access, and providing optimal benefits for all of society, while also recovering the state’s rights over unpaid royalties accumulated over decades. Previously, the Central Jakarta District Court (PN Jakpus) had granted the execution request for the Sultan Hotel in Central Jakarta. The legal representative of the Minister of State Secretariat and PPKGBK, Kharis Sucipto, said that the determination for the implementation of the Block 15 eviction execution was issued on Thursday (30/04/2026) by the Chief Judge of the Central Jakarta District Court, Dr. Husnul Khotimah, S.H. With this determination in place, the Ministry of State Secretariat (Kemensetneg) now has full legitimacy to immediately carry out the execution in accordance with the Central Jakarta District Court Civil Decision No. 208/Pdt.G/2025/PN Jkt.Pst, aimed at saving state assets. Kharis emphasised that the government’s legal position is now very strong and unaffected by other administrative legal efforts. The execution process will be carried out promptly after coordination with all relevant parties. All execution procedures or stages, from aanmaning to constatering, have been duly completed, leaving only the actual execution of Block 15 pending. “This determination for the implementation of the eviction execution shows that the law must not be influenced by repeated litigation manoeuvres. Following the determination from the Chief Judge of the Central Jakarta District Court, attempts to delay the execution do not legally affect the implementation of the court’s immediately enforceable order (uitvoerbaar bij voorraad), for the return of state assets to the people,” Kharis continued. PT Indobuildco, owned by Pontjo Sutowo, has requested guarantee money if asked to vacate the Sultan Hotel in the GBK area.
