State Secretary: Civil Service Recruitment Still Awaiting Priority Determination

The government is still holding back on decisions regarding civil service apparatus (ASN) recruitment this year whilst awaiting the establishment of priority sectors that must be addressed first.

State Secretary Prasetyo Hadi stated that plans for ASN recruitment, including the possible opening of candidate ASN (CASN) selection, have in fact been formulated. Indeed, nearly all ministries have submitted staffing requirements for their respective institutions.

“We have finalised it, we have formulated it. Generally, nearly all ministers have already submitted their requirements,” said Prasetyo following a coordination meeting at the Ministry of Defence in Jakarta on Tuesday.

However, the government has not yet been able to determine the number of positions in detail because discussions remain focused on determining priority needs. According to him, this step is important so that ASN recruitment truly addresses the most pressing requirements.

“We cannot yet provide figures in detail because we are still reviewing the priorities that we must fulfil first,” he said.

In addition to the priority factor, the government is also considering the country’s fiscal capacity in determining the number of recruits. This is done to ensure that the policy of increasing civil servants remains in line with the state’s financial condition.

Meanwhile, mapping of ASN requirements continues in parallel. The Ministry of State Apparatus Empowerment and Bureaucratic Reform (PAN-RB) has requested all ministries, agencies, and regional governments to submit their staffing requirements.

The central government is also conducting a mapping of existing civil servants to determine distribution and staffing shortages more accurately.

“We are trying to find the meeting point on this, particularly when discussing numbers,” said Prasetyo.
