Stalled Project Resumes Testing: Non-Stop Toll System Retrial Underway
The government has resumed testing the non-stop toll system, or Multi Lane Free Flow (MLFF), after the project stalled and sparked differing claims. Head of the Toll Road Regulatory Agency (BPJT), Wilan Oktavian, stated that the re-trial is being conducted based on recommendations from the Financial and Development Supervisory Agency (BPKP). “The implementation of the MLFF payment system did indeed experience stagnation. The Financial and Development Supervisory Agency (BPKP) recommended that BPJT continue or re-conduct the MLFF trial,” Wilan said in an official statement on Thursday (2/4/2026). “The re-trial is being carried out after there were previously two differing claims, where BPJT or BUJT stated that the system had not succeeded, while Roatex stated that the system had already succeeded,” Wilan added. To test these differences, BPJT is preparing a comprehensive trial from start to finish. The testing covers the process of downloading the app, using it on the toll road, and receiving payments by the operator. The initial stage begins with pre-testing. Roatex has been asked to prepare the trial framework or Terms of Reference (TOR) in accordance with the contract. Previously, BPJT conducted a functional test from 3 to 5 March 2026. This testing focused on demonstrating the features of the CANTAS app in basic scenarios. “In the near future, a second stage functional test will be conducted, aimed at completing the readiness of the toll road infrastructure to be used,” Wilan said. “For the implementation timeline target, the principle is the sooner the better,” he added. MLFF itself is not a new project. The system was pioneered since 2016 during the visit of Hungarian Prime Minister Viktor Orban to Indonesia. The project is being handled by Roatex Ltd through PT Roatex Indonesia Toll System (RITS) with funding of around $300 million or equivalent to Rp 4.65 trillion. The delays in implementation and differing claims indicate that the project still faces technical and coordination issues. The re-trial will determine whether MLFF is ready for implementation or will be delayed again.
