        "content": "<p>The government has resumed testing the non-stop toll system, or Multi\nLane Free Flow (MLFF), after the project stalled and sparked differing\nclaims. Head of the Toll Road Regulatory Agency (BPJT), Wilan Oktavian,\nstated that the re-trial is being conducted based on recommendations\nfrom the Financial and Development Supervisory Agency (BPKP). \u201cThe\nimplementation of the MLFF payment system did indeed experience\nstagnation. The Financial and Development Supervisory Agency (BPKP)\nrecommended that BPJT continue or re-conduct the MLFF trial,\u201d Wilan said\nin an official statement on Thursday (2\/4\/2026). \u201cThe re-trial is being\ncarried out after there were previously two differing claims, where BPJT\nor BUJT stated that the system had not succeeded, while Roatex stated\nthat the system had already succeeded,\u201d Wilan added. To test these\ndifferences, BPJT is preparing a comprehensive trial from start to\nfinish. The testing covers the process of downloading the app, using it\non the toll road, and receiving payments by the operator. The initial\nstage begins with pre-testing. Roatex has been asked to prepare the\ntrial framework or Terms of Reference (TOR) in accordance with the\ncontract. Previously, BPJT conducted a functional test from 3 to 5 March\n2026. This testing focused on demonstrating the features of the CANTAS\napp in basic scenarios. \u201cIn the near future, a second stage functional\ntest will be conducted, aimed at completing the readiness of the toll\nroad infrastructure to be used,\u201d Wilan said. \u201cFor the implementation\ntimeline target, the principle is the sooner the better,\u201d he added. MLFF\nitself is not a new project. The system was pioneered since 2016 during\nthe visit of Hungarian Prime Minister Viktor Orban to Indonesia. The\nproject is being handled by Roatex Ltd through PT Roatex Indonesia Toll\nSystem (RITS) with funding of around $300 million or equivalent to Rp\n4.65 trillion. The delays in implementation and differing claims\nindicate that the project still faces technical and coordination issues.\nThe re-trial will determine whether MLFF is ready for implementation or\nwill be delayed again.<\/p>",
