Special Economic Zone Investment Reaches Rp90.1 Trillion in 2024, Surpassing Target
Minister of Investment and Downstream Industries/Head of the Investment Coordinating Board (BKPM), Rosan Roeslani, announced that total investment flowing into Special Economic Zones (SEZs) during the January to December 2024 period reached Rp90.1 trillion, far exceeding the established target of Rp78.1 trillion.
"From January to December 2024, it was Rp90.1 trillion, against an investment target for SEZ areas of Rp78.1 trillion. So we surpassed the target for 2024," said Rosan after attending a meeting chaired by President Prabowo Subianto with several Red and White Cabinet ministers at Merdeka Palace, Jakarta, on Tuesday, 22 July 2025.
Rosan revealed that beyond investment figures, employment absorption in SEZs also showed encouraging results. Throughout 2024, some 47,747 workers were absorbed, exceeding the initial target of 38,953.
"Employment absorption in 2024 was 47,747, exceeding the target of 38,953," he explained.
Rosan also noted that the number of business operators active in SEZ areas during 2024 grew by 72. Cumulatively, from 2012 to 2024, SEZs have attracted Rp263.4 trillion in investment with 403 business operators and created employment for 160,874 workers.
"Overall from 2012 to 2024, the cumulative achievement in SEZs was Rp263.4 trillion, with 403 business operators, and job creation from 2012 to 2024 of 160,874," Rosan explained.
Meanwhile, Finance Minister Sri Mulyani said her ministry reported on the 2025 fiscal outlook, with the state budget deficit projected to reach 2.78 per cent of gross domestic product (GDP).
The Finance Minister explained that this figure reflects a balance between revenue potential and state expenditure requirements.
"I also reported to the President regarding discussions in the House of Representatives on the 2025 state budget, particularly the discussions following the semester report, in which progress on several government programmes was closely examined," she explained.
During the meeting, the Finance Minister also conveyed preparations for drafting the financial memorandum and the 2026 draft state budget, which is planned to be presented directly by the President to the House of Representatives in August.
She said the draft budget accommodates the President's priority programmes, ranging from the free nutritious meals programme, people's schools, the Red and White Cooperative, to strengthening food security.
"And also other very important government programmes such as education, particularly primary and secondary education, improvements to madrasah schools, digital school improvements, and also from the Ministry of Education, Science and Technology," she continued.
Also present at the meeting were Coordinating Minister for Economic Affairs Airlangga Hartarto, State Secretary Minister Prasetyo Hadi, Cabinet Secretary Teddy Indra Wijaya, as well as Deputy Finance Ministers Suahasil Nazara and Thomas A. M. Djiwandono.
