Special Committee 14 of Bandung City Council Oversees Prevention of Risky Sexual Behaviour Regulations
The Special Committee (Pansus) 14 of the Bandung City Council continues to scrutinise the proposed local regulation (Ranperda) concerning the prevention and control of risky sexual behaviour and sexual deviation, in collaboration with the Bandung City Health Service (Dinkes).
The head of Pansus 14, Radea Respati Pramuditha, stated that various participatory stages have been undertaken, including focus group discussions (FGD) with academics, practitioners, civil society organisations and community representatives. In addition to receiving public submissions, the committee has also consulted with the government to enrich the substance of the proposed regulation.
“All of these stages are being undertaken to ensure that the proposed regulation is truly comprehensive and responsive to community needs. We are also continually striving to ensure that this discussion can be completed on schedule,” said Radea.
He emphasised that the committee is committed to prioritising the interests of Bandung City residents and ensuring alignment with the hierarchy of applicable laws and regulations. The primary focus of the proposed regulation is on efforts to prevent and control risky sexual behaviour and sexual deviation.
For comparison, the committee has also examined several regions that earlier adopted similar regulations, including Cianjur Regency (Local Regulation No. 1 of 2020), Bogor City (Local Regulation No. 10 of 2021) and Bandung Regency (Local Regulation No. 14 of 2023).
Beyond health and legal regulatory approaches, the committee has also emphasised the importance of strengthening local wisdom as part of the prevention strategy. Cultural values that reflect the nation’s identity are considered to play an important role in shaping community character and preserving local identity.
Furthermore, Radea stated that he was inspired by the views of Yusril Ihza Mahendra, the Co-ordinating Minister for Law and Human Rights, who has emphasised the importance of legal protection for young people from sexual deviation. This position includes support for the discourse surrounding the proposed national anti-sexual deviation behaviour law.
“This effort is part of the state’s responsibility in protecting moral and religious values. Indonesia as a law-based state founded on Pancasila and the 1945 Constitution has an obligation to provide protection to its people,” he said.
He assured that Pansus 14 of the Bandung City Council will continue to oversee the formulation of this proposed regulation until completion, with the hope that it will serve as a strong legal foundation for protecting public health, order and the social values of the community.
