Special Committee 13 of Bandung DPRD Preparing Bylaw to Strengthen City Governance
Special Committee (Pansus) 13 of the Bandung City Regional Assembly is accelerating deliberations on a Draft Regional Bylaw concerning the Implementation of Public Order, Peace, and Community Protection as the legal framework for strengthening city governance to ensure greater orderliness, safety, and responsiveness to residents’ needs.
Member of Special Committee 13, Andri Rusmana noted that the discussions are being conducted in stages and intensively with several regional administration agencies (OPD).
“Currently we are focusing on examining the substance of the material consisting of 63 articles across 18 chapters. We have already discussed several aspects, such as road discipline and road transport, social order, and health discipline,” said Andri.
In the draft bylaw, Chapter III specifically regulates the Implementation of Public Order, containing 12 aspects. These include environmental order, cleanliness discipline, building discipline, green corridor and public facility discipline, river and drainage discipline, certain business discipline, street vendor discipline, advertisement discipline, and spatial discipline.
According to Andri, the material already examined includes road and transport discipline, social order, health discipline, and certain business discipline, with further discussions scheduled for 3 February 2026. Meanwhile, eight other aspects still require deeper examination to ensure the resulting regulations are truly comprehensive and practically applicable in the field.
“Although the material coverage is extensive, we are committed to drafting regulations that are not only strict in enforcement but also guarantee community protection and social justice,” he said.
The bylaw deliberations also involve the Civil Service Police Unit, the Social Services Office, the Health Office, the Investment and One-Stop Integrated Licensing Service Office, the Trade and Industry Office, the Culture and Tourism Office, the Legal Division, and the academic manuscript drafting team. Special Committee 13 ensures the process proceeds carefully and remains open to various inputs.
Andri hopes the bylaw will have legal certainty and be realistically applied.
“We want this regulation to truly become a solution to public order problems in Bandung City comprehensively,” he concluded.
